Transforming Teacher Ed in Michigan

If Eduflack had a nickel for every time I heard that it is just too difficult and too time-consuming to transform and improve teacher education, I’d have … sacks and sacks full of those Thomas Jefferson-portraited coins.

But it doesn’t have to be that way. Late last week, the Woodrow Wilson Foundation (an organization near and dear to Eduflack’s time and focus) hosted a national convening of its Teaching Fellows in Detroit. The convening provided prime examples of how teacher ed can and has been addressed to meet the demands of the 21st century classroom. Educators from Indiana, Michigan, Ohio, New Jersey, and Georgia gathered to talk about the value of their preparation at 28 universities through the Woodrow Wilson Teaching Fellowship and how that preparation has translated into success in their classrooms.

In delivering remarks to the gathering, Stephanie Hull, EVP and COO of the Woodrow Wilson Foundation, spotlighted the specific efforts in Michigan, the host state for this year’s event. In her speech, Hull noted:

Here’s a snapshot of the work that took place through the Woodrow Wilson Teaching Fellowship in Michigan:

  • Every one of WW’s partner institutions transformed its teacher preparation curriculum to focus on a yearlong clinical experience and rigorous coursework tailored to that experience.
  • Every one of these partner universities established school-centered clinical placements and helped place Fellows in positions in high-need schools.
  • Every one of them created a double mentoring system, working through both the university and the school to support Fellows throughout their three-year teaching commitment.
  • Every one of them developed new partnerships between the education school, the arts and sciences, and in some cases the school of engineering to make all of this work.
  • Four of the six collaborated with the Detroit Public Schools to create a shared approach to mentoring, including the preparation of mentors and the kinds of support that mentors would receive in working with Fellows.
  • Of all the Fellows enrolled in the Michigan program, 80 percent were certified;
  • By the time Michigan’s last cohort of Fellows was admitted in 2014 — that’s the group of Fellows who are finishing their second year of teaching this year — we were seeing 100 percent placement rates; and
  • Retention of WW Teaching Fellows in the program has consistently been in the 90 percent range.
  • Among the schools where these WW Teaching Fellows teach, 95 to 98 percent of these schools are high-need schools, with about two-thirds of the students in these schools on free and reduced lunch, and 60 to 70 percent are students of color — so the Michigan Fellows have absolutely found their places in the schools where great STEM teachers are most needed and can make the most difference.
  • Finally, all six of the partner institutions reported to us that they had diffused the WW Teaching Fellowship model into their other graduate-level teacher preparation programs, and three had also extended it to their undergraduate STEM teaching programs as well.

These are impressive results, particularly when all we seem to hear about Michigan is the problems and struggles its educational institutions face. It shows anything is possible. And it demonstrates that tomorrow’s exemplary teachers are already being prepared today.

 

The Possibilities of TeachNY

Earlier this month, the TeachNY Advisory Council issued an important report on how New York State can transform teacher education, ensuring a pipeline of strong, dedicated teachers for generations to come.

Over at the Albany Times-Union, Arthur Levine — a member of the advisory council former president of Teachers College Columbia University, and current president of the Woodrow Wilson Foundation — offers some inspiration for how the Empire State can more this report from recommendation to action.

As Levine writes:

There is compelling evidence that the recommendations will work. States like Georgia, Indiana, Michigan, Ohio and New Jersey have already adopted some of the key recommendations from the TeachNY report. They have created the strong statewide partnerships necessary to transform teacher education. They have established bipartisan coalitions, led by governors and consisting of legislators, state higher education and K-12 system heads, universities, school districts, unions and other stakeholders to drive change, provide mutual support, assure accountability and enable third party-evidence based assessment.

These states have created a number of model teacher education programs of the type called for by the TeachNY report. They are characterized by four common features: high admissions standards, rigorous academic curricula, intense clinical experiences in the schools and three years of mentoring for beginning teachers.

In each case, the result has been a strong pipeline for recruiting, preparing and supporting excellent beginning teachers for hard-to-staff subjects in high-need schools. Be these urban or rural classrooms, these schools are now getting the effective science and math teachers they now need.

Making a Difference as a #STEM Teacher

“I always felt that STEM is a field that we really need more African-Americans working in and I felt that I could make a difference in that aspect.”

The program is designed to help Georgia recruit, prepare, and support exemplary STEM teachers for the state’s high-need schools.

Finding Value in VAM 2.0

Sure, we’ve all heard about the shortcomings in teacher evaluation systems, particularly when it comes to using value-added measures in the mix. Some states have pulled back fro using VAM for the time being, while others are exploring excluding the process for the long term.

But there is real value in factoring in VAM scores … if we improve the methods by which we collect and apply those VAM numbers, writes Woodrow Wilson Foundation President Arthur Levine in a new commentary for Education Post. As Levine, the president emeritus of Teachers College Columbia University, notes:

In order to determine teacher effectiveness in the years ahead, we need to supplement VAM scores with other measures of student growth, further develop state data systems on student achievement, and create more advanced and sensitive 2.0 versions of VAM assessment.

We need to apply what has been learned and develop a next-generation VAM that will help strengthen teaching and learning for the nation’s children.

In pointing out some of the specific problems with VAM 1.0 — lessons Levine learned by using it to evaluate the success of his own Teaching Fellowship program at the Woodrow Wilson Foundation — he offers some specific lessons for both why and how VAM can be improved to be useful and fair.

It’s definitely worth the read. While some are quick to get rid of VAM entirely, we know that it will ultimately be replaced by something else. It makes far more sense to take the lessons learned today to improve the existing model for tomorrow, rather than repeating current mistakes.

Chaos, Coherence, Better #TeacherEd

If we want our children to be critical and creative thinkers, individuals who possess a true love of learning and a deeper ability to demonstrate it, we must ensure they have like-minded educators guiding them through the process. They need teachers who both know and do, instructional leaders who are able to adapt to the individual learner and specific lesson. They demand educators who personify the balance of both inputs and outcomes.

Teacher Education’s “Black Box”

Over at Real Clear Education, I have a new piece that looks at two recent research studies on innovation in teacher education, one of which proclaims significant research is needed when it comes to understanding what good teaching is. As I write, such data really isn’t needed. The real challenge is how we get the research we do know into classrooms, both at the K-12 and at the postsecondary levels.

In my essay, I issue a call to focus teacher preparation efforts both on what is known and what a prospective teacher is able to do with it. We need to move beyond teaching “at” someone and instead ensure the student — or the prospective teacher — is able to take that new knowledge and apply it. Even more simply, we need a competency-based approach to teacher education.

As I write:

There is nothing magical about 36 credit hours of graduate education that ensures one will be an effective teacher. Instead, it is about understanding content and pedagogy, as well as being able to put that understanding to use in a classroom of your own.

That means that teacher preparation must begin to shift from a “time served” model to competency-based one. It means more time spent demonstrating skills in a K-12 classroom than sitting in a lecture hall. It means recognizing that the prospective teacher takes priority over the process, appreciating what an educator is bringing to the process and then building personalized approaches to complete preparation. And it means continually acquiring competencies well after the initial licensure is completed.

Some may say the concept of throwing out the clock and the credit hour is controversial. But it is an idea that is both needed and proven. And it is an effort I am proud to be focusing on as part of my work at the Woodrow Wilson Foundation.

Data Literacy and Teacher Ed

When one thinks about the pieces that go into effective teaching and effective teaching education, much comes to mind. Content knowledge. An understanding of effective teaching techniques. Classroom management skills. Teamwork. The ability to wear about a zillion different hats, depending on the situation, the student, and the desired outcome.

Yes, we expect classroom teachers today to be educators and guidance counselors. Nurses and social workers. Juvenile justice surrogates and substitute parents. And now, of course, with such an emphasis on student testing and the use of assessment data in the classroom, we now look to educators to also serve as psychometricians.

Unfortunately, too few teacher preparation programs really do an adequate job in preparing aspiring educators with the knowledge and abilities to both understand the data provided to them by the school district and then put it to use in their classrooms. And even when a teacher is data literate, too often they are given student achievement data too late in the term (or after the term is completed) for them to even attempt to tailor instruction to meet the needs of their particular classes or students.

Step one in the process is understanding what it means to be “data literate.” What do we expect teachers to both know and be able to do with student assessment data? And how do we make sure that today’s classroom educators have the preservice and inservice supports to actually do what so many of us are asking of them?

The Michael and Susan Dell Foundation recently released a series of case studies that look specifically at this topic. In partnership with WestEd, the Dell Foundation examined what teacher preparation programs like those at Western Oregon University, Relay Graduate School of Education, Boston Teacher Residency, and Urban Teachers are doing to key in on the data literacy need. (Full disclosure, Eduflack has worked with Urban Teachers in the past, and just thinks the world of the program they have built.)

Coming out of these case studies, Dell — along with WestEd and the Data Quality Campaign — offered a set of nine skills that 21st century educators must possess to be “data literate” in today’s classrooms. They must:

  1. Define “data” broadly to include standardized test data as well as broader academic, socioeconomic, situational, behavioral and environmental data that affect student performance.
  2. Understand how to identify and apply critical grade-level standards in the context of individual students’ needs.
  3. Prioritize and validate relevant student data as it relates to learning and standards mastery.
  4. Develop high-quality informal and formal assessments in order to collect usable data on students’ progress against those standards.
  5. Administer assessments on an ongoing basis to monitor student understanding.
  6. Develop responsive lesson plans and differentiate instruction based on assessment and other contextual data.
  7. Use data-informed insights to communicate student achievement and needs to students and their families.
  8. Use data appropriately, knowing what conclusions can be drawn from what types of assessments.
  9. Understand that, although data is important, data alone does not define a student. Empathy and relationships matter.

Without question, this is asking an awful lot from teachers, particularly from those who never signed up for such “data-literate” priorities when they themselves first went through their own ed school experiences. But it isn’t too much to ask when one thinks of the students in their classrooms, what we expect of them, and the aspirations they may have for their own futures.

One can question the Common Core and its assessments and still believe in the need for data literacy. One can support the opt-out movement and still believe in data literacy. And one can demand the most stringent of student data safeguards and protections and still believe in data literacy for teachers.

At its core, data literacy is about improved teaching and improved learning. It is about further empowering teachers to do all they can to connect with that student or students who are struggling. It is about getting the most out of the classroom setting, and being able to demonstrate that the most has been achieved.

Testing has always been and will always be a key component of the K-12 learning experience. Regardless of what happens to a particular assessment instrument, assessments in the general sense will always be part of the learning process. It is the responsible thing to do to make sure those assessments are put to good use.

No, we don’t test kids for testing’s sake. We assess so we can improve the instructional process for a given class or child. And we can’t do that — or at least can’t do it well — if educators are not data literate.

Can We Have a Little Prez Dialogue on Education Issues?

While it may be fun to some to watch the current cross between kabuki theater and Keeping Up With the Kardashians (otherwise known as the presidential campaigns), it is an understatement to say that the current crew of candidates seem to be a little light on policies and big issue discussions (unless you count walls and guns).

Over at Education Post, I make my plea for the candidates to get serious about a little education policy speak. In fact, I urge them to move beyond the low-hanging fruit of being anti-Common Core and pro-free college and instead offer a little insight into some deeper edu-issues that demonstrate what they really think of the role of instruction and learning in our society and our democracy.

After highlighting topics (and offering some specific questions) on topics such as the federal/state role in education, competency-based education, the true meaning of accountability, and the future of educator preparation, I conclude:

It is not enough to simply seek to “disrupt” current systems or to shift authority from one entity to another. Instead, the nation needs a clear vision of accountability, teacher preparation, modes of learning and expectations for all.

Collectively, we must work to identify those areas of significant agreement, while highlighting those topics that may require additional discussion and exploration. This work is not limited to local communities or states or Congress. It requires leadership at all levels, particularly from those seeking the presidency.

For more than a decade, we’ve seen the power of presidents who offer those strong visions. Whether through the bully pulpit or legislative action, whether we agree or disagree, presidents can impact policy at both the highest and most grassroots of levels. With public education affecting everything from home prices to tax coffers to social program costs, don’t voters deserve more than just knowing if a candidate is against common standards and for college education?

Give the whole piece a read. What am I missing? What edu-discussions will help us look beyond the talking point and more toward the true thinking (and priorities) of the future leader of the free world?

 

Teacher Leaders Wanted

All students deserve highly skilled, well-prepared teachers. In order to build the teaching profession that students deserve, maximize recruitment, increase diversity, and raise the bar for quality preparation, the front end of a coherent teaching pipeline must begin in secondary education.

Make sense? Agree that the current pipelines for teacher recruitment are insufficient? Believe that we need to do a better job to show today’s high school kids that teaching should be a desired career? Then you might just believe in Educators Rising.

If you don’t agree with the above statement, or aren’t sure if you do, you need to take a closer look at the stats. Nearly two-thirds (62%) of new teachers report that they graduated from their preparation programs unprepared. One-third of teachers leave the profession in their first three years. And teacher turnover is highest — and student achievement is lowest — at schools with high levels of poverty. At the same time, projections say we will need to hire 1.5 million new teachers by 2020 (that’s almost half the teaching workforce, for those keeping count).

Dear ol’ Eduflack is proud to be a part of Educators Rising, a new initiative powered by PDK. Educators Rising offers a few simple, yet audacious goals:

  • Offer rigorous, hands-on opportunities for students to explore the teaching profession
  • Build a national, virtually connected community of rising educators
  • Offer a self-sustaining teacher development model that empowers local teacher leaders

To work toward these goals, Educators Rising is creating a standards committee to help determine what teacher preparation looks like for students in secondary school. Or more simply, what should high school kids know and be able to do if they want to be on the path of becoming effective educators?

For those educators who want to improve the profession, for those educators who want to see more young people aspire to be teachers, for those educators who want to do something about the negative narrative surrounding teachers and teaching, Educators Rising and this committee can be a very specific answer to an important problem.

So I ask Eduflack readers to share the application with any educators you think could contribute to the discussion and the creation of meaningful standards. The only way to have strong, effective standards is to have strong, effective teachers involved.

 

Excellent Teachers, Equitable Distribution, Real Results

Last week, the New York Times’ Eduardo Porter had an interesting commentary looking at whether educators are really the ones who should be tasked with fixing all that ails our society. In tackling the discussion of whether American students are really lagging or whether, when we adjust for all sorts of outside factors, they are doing just fine, Porter concludes by noting, “Teachers are paid poorly, compared to those working in other occupations. And the best of them are not deployed to the most challenging schools.”

That last point, one of how we get our best teachers in front of the classrooms and the kids who need them the most, is one of the most pressing issues facing public education today. Earlier this year, the U.S. Department of Education requested a report from each of the state departments of education, explaining how they were addressing the equitable distribution of effective teachers. But those reports still doing get exemplary teachers where they are most needed.

In response to Porter’s piece, Stephanie Hull, EVP and COO of the Woodrow Wilson Foundation, offered some valuable insights. On the pages of the NYT, Dr. Hull wrote:

Getting excellent teachers into all classrooms is a national imperative. To meet this challenge, we must also improve teacher education, producing more and better prepared teachers, especially in shortage areas like STEM and special education. This is the only way to ensure a strong pipeline of teachers who know how to meet the needs of all students.

In states like Georgia, Indiana and New Jersey, we are seeing how programs specifically intended to recruit, prepare and support exemplary teachers for high-need classrooms can have a positive effect on the community and on the student.

She knows of what she writes. The work she mentions in places like GA, IN, and NJ is exactly what she is doing through the Woodrow Wilson Teaching Fellowship. And when you find a way to recruit, prepare, and support exemplary beginning educators to teach STEM in high-need schools, and you get those teachers to stay in those schools and classrooms well beyond their obligations, you must be doing something right.

Is Woodrow Wilson Teaching Fellowship THE answer to the equity problem? Of course not. There is no one way to solve the issue or to improve access to great teachers for all kids. But programs like WWTF are definitely a part of the solution. It’s one of the reasons I’m so committed to helping that program, and others like it to succeed. Instead of just talking about what it can do or making promises of what is possible, programs like Teaching Fellowship are actually building pipelines of STEM teachers committed to careers in the schools that need them the most.
