A Farewell to Niffle?

This morning, the Obama Administration released its plans for the FY2010 budget.  Most in the education community have been taken by some of the big items found on the education side of the ledger.  Cuts to Title I.  Significant investments in early childhood education.  Reductions in education technology.  But it was a $6 million line item that caught the eye of Eduflack.

When we’re talking about billions of education dollars, it is hard to get worked up over a couple of million bucks.  In the grand scheme of things, few are going to truly weep over the potential elimination of the National Institute for Literacy.  Other than a small, but loyal, following in the adult literacy community, there are few that even keep track of what NIFL is up to these days.  But the zeroing out of the NIFL budget in the president’s plans speak loudly and clearly.
For years now, NIFL was struggling to figure out what it wanted to be when it grew up.  Originally, NIFL was developed to focus on adult literacy issues.  According to its own materials:
The National Institute for Literacy was established in 1991 by the National Literacy Act (NLA) and reauthorized by the Workforce Investment Act (WIA) in 1998. In creating the Institute, the U.S. Congress recognized that building a competitive workforce required a concerted effort to improve adults’ basic skills. Congress tasked the Institute with initiating a coordinated, interagency effort to strengthen and expand adult literacy services. Both laws positioned the Institute as a national leader on adult literacy, a central source of knowledge about research, practice, and policy, and a catalyst for innovation.
A bold mission statement, yes, but some can and do question whether NIFL has actually acted as this rhetoric describes.  After 17 years of operation, how many seriously view it as a central source of knowledge about research or as a catalyst for innovation?  I’m not seeing many hands raised.
In 2002, NIFL took a turn from its core mission to focus on scientifically based reading research and the reading priorities found in No Child Left Behind and Reading First.  The organization focused on research projects, reports, technical assistance, professional development, and even advocacy for K-12 reading instruction.  Eduflack was fortunate enough to lead a communications effort for NIFL’s Partnership for Reading, a collaborative across multiple government agencies to emphasize the importance of scientifically based reading to policymakers, teachers, and families.
At the time, many of NIFL’s early fans and friends thought the NCLB work took away from the Institute’s core mission and unique value proposition.  They thought it distracted NIFL from the business of dealing with literacy issues for those who have left school, including new immigrants and those who were incarcerated.  They thought it was the U.S. Department of Education hijacking a needed lever for helping those adults and non-students who had fallen through the literacy cracks.
Others, Eduflack included, saw reading instruction in the early grades as a necessary, non-negotiable mission for NIFL.  While it may not have been a focus in the early years, one could not dispute that focusing on reading skills with our youngest learners has real and strong impact on our adolescent and adult learners.  The Reading Excellence Act (during the Clinton Administration) opened the door to this focus on the elementary grades.  NCLB merely brightened the spotlight and raised the stakes.
Personally, I like NIFL.  I have respect for the people who have worked there, those who have advised it, and those who have and still do sit on its board.  But the future of NIFL has long been a struggle.  Many felt that adult literacy issues are better served by ED’s Office of Vocational and Adult Education.  And when it came to K-12, there was far more power and effort being exerted by the Office of Elementary and Secondary Education and even the Reading First office. 
How much impact can $6 million have, particularly when $3 million of it was being spent on the operational costs of the Institute itself?  We’ve heard for years that NIFL was launching a National Reading Panel, Part 2, but it has never come to fruition.  We’ve had multi-year NIFL research panels undertake work, only to have their final reports blocked by the Institute of Education Studies from final publication.  We had listserves taken down because they were far too critical.  And we had non-governmental groups like the National Center for Family Literacy do a more effective job in actually promoting change and improvement in the literacy community.
Am I sad to see the “Going Out of Business” sign potentially hung on NIFL’s doors?  No, not particularly.  The same issues can be better handled by others.  What I am sad about is the great potential NIFL has had, particularly over the last decade, and its inability to capitalize on that potential.  The organization was almost afraid to take a leadership position in a field where it had every right and responsibility to lead.  It favored inaction over action. It feared rocking the boat or drawing attention.  It wanted to go about its business, without truly integrating and interacting with those government offices and individuals who could help take the $6 million investment in NIFL and exponentially increase the impact of the investment.  No wonder the Obama Administration failed to see the value.
Years ago, Congress debated whether to reauthorize NIFL or not, questioning whether the Institute was a necessary cog in our education improvement efforts.  It was written into NCLB to prove its necessity.  Now, seven years later, we see that NIFL is expendable.  Our focus should not be on saving the Institute, that exercise was undertaken years ago.  Instead, we must now look to how the valuable activities and programs managed by NIFL are continued by others.  What do OVAE and OESE take over?  What moves over to IES?  What goes to NCFL and other non-profits?  
We still have much work to do if we are to improve literacy rates and reading proficiency in this country, from our youngest learners to our most experienced workers.  If not NIFL, someone must step in and lead on this issue.  The stakes are too high not to.
 

Robbing from Schools to Pay Prisons in Maryland

When the American Recovery and Reinvestment Act was signed into law last month, it provided a sigh of relief for a great many school districts that were fearing dangerously severe budget cuts.  Without doubt, the economy was taking its toll.  Real estate taxes are down, and school district budgets would pay the price.  Then ARRA swoops in to save the day, offering State Fiscal Stabilization Fund dollars to ensure that school budgets avoid the ax.  The pledge was to assure level school budget funding for the higher of the past two budget years.

Along the way, folks have remained fearful.  We’ve heard of state legislatures looking to slash public school funding believing that ARRA dollars could simply fill the gaps.  We’ve heard of schools looking to use stimulus dollars to fund long-term obligations, forgetting that such money is a one-time-only spend that is not promised for future years.  But we haven’t been that worried about school districts following through with cuts after all, believing that the tens of billions of dollars designated to our public schools under ARRA would do its job.
But in this morning’s Washington Post, we read that we can’t take such assumptions for granted.  In a piece by Nelson Hernandez, we learn that Prince Georges County, Maryland is asking for wavers to gut more than $23 million from its public schools budget, even with the large ARRA honey pot close enough to taste.  
The reason?  The county executive claims that the schools have been well-funded in the past, and he needs the dollars to take care of issues such as public safety.  Imagine that.  In an urban district that has long struggled and has just started to make progress (just the sort of district the Obama administration is targeting with many of its education improvement policies), we seek to slash the budget because they’ve done alright in years past.
To be fair, County Executive Jack Johnson isn’t looking at ARRA funds.  He’s asking the State of Maryland for a waiver from his legislative mandate regarding the minimum that must be spent on local public education.  At a time when the value of an education has never been more important, at a time when we see the intersection between the strength of our schools and the strength of our economy, at a time when the federal government is providing new dollars to support our public schools, in a school district that can best be labeled a home to historically disadvantaged students, we are purposely seeking to spend less money.  We are seeking to provide less than the minimum required by law.  We are seeking to strip well-deserving schools of the opportunities and resources they need — and the taxpayers are supporting.
Jack Johnson should be embarrassed he made such a request, and he should be ashamed that he used such a specious argument to try and strip needed funds from schools in need.  Hopefully, Maryland State Superintendent Nancy Grasmick can step in and ensure that Prince Georges County Public Schools continues to at least receive the bare minimum resources required under the law.  And hopefully, all of PG County will rally behind Superintendent William R. Hite Jr. to advocate for the needs of PG schools.
Eduflack doesn’t doubt that PG County has financial needs when it comes to public safety and other community issues.  But you don’t rob from the schools to pay for the prisons.  If anything, we need to do the reverse.  We all know the data about educational opportunity and student success.  And we know the research on lost opportunities and a life of failures and struggles.
We are looking to communities like PG County to continue their school turnaround, improve student achievement, and expand opportunities to learn.  That’s why we are giving them the additional resources to do so, ensuring that schools are spared cuts in the short term.  How do we expect our students — particularly those in historically underserved communities — to achieve if we are now seeking special dispensation to deny them the bare minimum when it comes to school dollars and resources?
If PG County is the latest test case, let’s hope we can figure out how to pass the test.  In this age of growing demands for student achievement and expanding student achievement gaps, we should be raising our financial minimums when it comes to school funding, not seeking ways to lower them.  True leaders, Mr. Johnson, find a way to inspire and offer opportunities to their constituents.  They don’t say we’ve done well enough in the past, so its time for you to feel the pain now.  It is now way to lead, and it is no way to educate.
 
   

Presidential STEM

For those who thought STEM (science-technology-engineering-mathematics) education was going to get swept away in the educational tsunamis of economic stimulus, core curriculum debates, student performance concerns, and a new national emphasis on achievement and innovation, guess again.  Speaking before the National Academy of Sciences this morning, President Barack Obama spoke of the future of science and innovation the United States.  And a good portion of it focused on education … STEM education.

I’ll let the President speak for himself here.  Lots of interesting information, particularly the shout-out to the Commonwealth of Pennsylvania.  As I’ve noted previously, I’ve been working with the Pennsylvania STEM Initiative and the public/private partnership in the Keystone State that is driving the terrific STEM progress Gov. Ed Rendell and company is leading.  So this is a nice hat tip for the PA STEM Initiative and for other NGA STEM states that are investing in statewide, systemic STEM efforts.
So humming “Hail to the Chief,” here is a segment of the President’s STEM remarks this morning:

Fifth, since we know that the progress and prosperity of future generations will depend on what we do now to educate the next generation, today I am announcing a renewed commitment to education in mathematics and science.  

Through this commitment, American students will move from the middle to the top of the pack in science and math over the next decade. For we know that the nation that out-educates us today – will out-compete us tomorrow.

We cannot start soon enough. We know that the quality of math and science teachers is the most influential single factor in determining whether or a student will succeed or fail in these subjects. Yet, in high school, more than twenty percent of students in math and more than sixty percent of students in chemistry and physics are taught by teachers without expertise in these fields. And this problem is only going to get worse; there is a projected shortfall of more than 280,000 math and science teachers across the country by 2015.

That is why I am announcing today that states making strong commitments and progress in math and science education will be eligible to compete later this fall for additional funds under the Secretary of Education’s $5 billion Race to the Top program.

I am challenging states to dramatically improve achievement in math and science by raising standards, modernizing science labs, upgrading curriculum, and forging partnerships to improve the use of science and technology in our classrooms.  And I am challenging states to enhance teacher preparation and training, and to attract new and qualified math and science teachers to better engage students and reinvigorate these subjects in our schools.

In this endeavor, and others, we will work to support inventive approaches.  Let’s create systems that retain and reward effective teachers, and let’s create new pathways for experienced professionals to enter the classroom.  There are, right now, chemists who could teach chemistry; physicists who could teach physics; statisticians who could teach mathematics.  But we need to create a way to bring the expertise and the enthusiasm of these folks – folks like you – into the classroom.

There are states, for example, doing innovative work. I am pleased to announce that Governor Ed Rendell will lead an effort with the National Governors Association to increase the number of states that are making science, technology, engineering and mathematics education a top priority.  Six states are currently participating in the initiative, including Pennsylvania, which has launched an effective program to ensure that his state has the skilled workforce in place to draw the jobs of the 21st century. I’d want every state participate.

But our work does not end with a high school diploma.  For decades, we led the world in educational attainment, and as a consequence we led the world in economic growth. The G.I. Bill, for example, helped send a generation to college. But in this new economy, we’ve come to trail other nations in graduation rates, in educational achievement, and in the production of scientists and engineers.

That’s why my administration has set a goal that will greatly enhance our ability to compete for the high-wage, high-tech jobs of the 21st century – and to foster the next generation of scientists and engineers. In the next decade – by 2020 – America will once again have the highest proportion of college graduates in the world. And we’ve provided tax credits and grants to make a college education more affordable.

My budget also triples the number of National Science Foundation graduate research fellowships. This program was created as part of the Space Race five decades ago. In the decades since, it’s remained largely the same size – even as the numbers of students who seek these fellowships has skyrocketed. We ought to be supporting these young people who are pursuing scientific careers, not putting obstacles in their path.

This is how we will lead the world in new discoveries in this new century. But it will take far more than the work of government. It will take all of us. It will take all of you.

And so today I want to challenge you to use your love and knowledge of science to spark the same sense of wonder and excitement in a new generation.

America’s young people will rise to the challenge if given the opportunity – if called upon to join a cause larger than themselves. And we’ve got evidence. The average age in NASA’s mission control during the Apollo 17 mission was just 26. I know that young people today are ready to tackle the grand challenges of this century

So I want to persuade you to spend time in the classroom, talking – and showing –young people what it is that your work can mean, and what it means to you. Encourage your university to participate in pr
ograms to allow students to get a degree in scientific fields and a teaching certificate at the same time. Think about new and creative ways to engage young people in science and engineering, like science festivals, robotics competitions, and fairs that encourage young people to create, build, and invent – to be makers of things.

And I want you to know that I’m going to be working along side you. I’m going to participate in a public awareness and outreach campaign to encourage students to consider careers in science, mathematics, and engineering – because our future depends on it.

And the Department of Energy and the National Science Foundation will be launching a joint initiative to inspire tens of thousands of American students to pursue careers in science, engineering and entrepreneurship related to clean energy.

It will support an educational campaign to capture the imagination of young people who can help us meet the energy challenge. It will create research opportunities for undergraduates and educational opportunities for women and minorities who too often have been underrepresented in scientific and technological fields – but are no less capable of inventing the solutions that will help us grow our economy and save our planet. And it will support fellowships, interdisciplinary graduate programs, and partnerships between academic institutions and innovative companies to prepare a generation of Americans to meet this generational challenge.”

Couldn’t have written it any better myself, Mr. President.  Hopefully, policymakers, educators, and industry leaders will all take note, lending their endorsement and intellectual and financial support to moving STEM efforts forward.  STEM is the perfect intersection of educational and economic opportunities.  And I may be biased, but the work being done by Gov. Rendell and the Pennsylvania STEM Initiative is the perfect model of promising practice for states and communities to embrace, bringing the public and private sector together for a common goal and a common dream.

Guaranteeing a High School Diploma

Many will say that a high school diploma simply isn’t worth what it was a half-century ago, or even a decade ago.  That may be true, but in this day and age, shouldn’t we offer some sort of guarantee as to what a high school diploma really stands for?  Shouldn’t an employer be assured that a high school graduate possesses a finite skill set and is holds competencies in core subjects?  Shouldn’t an institution of higher education trust that a high school graduate doesn’t require massive amounts of remediation?

STEM, CCs, and Opportunity

The power of STEM, science-tech-engineering-math, instruction is virtually limitless.  In our 21st century workforce, we know that all employees need both a common knowledgebase and key skills.  What may have sufficed a few decades ago, or even a few years ago, just does not cut it these days.  If one is to contribute to the economy, one needs an understanding of technology and abilities in critical thinking, teamwork, and problem-solving.  Virtually every new job being created these days requires some form of postsecondary education, those career certificate programs or college degrees that ensure successful students are proficient in core subjects such as math and science.  If one is looking for the entrance to a successful and productive career, these days it is starting with that STEM entrance sign.

Unfortunately, there are often a lot of misperceptions about STEM and its intended audience.  We first think that STEM is only for those seeking to be rocket scientists and brain surgeons.  Untrue.  Good STEM programs are for every student, as all learners benefit from being STEM literate.  We think that STEM is a high school issue.  Untrue.  There are some really successful K-8 STEM efforts (just look at some of the work being done in states like Minnesota).  There are some incredibly successful STEM efforts being undertaken at our institutions of higher education, both for those seeking careers in the STEM fields and those just looking for a leg up in their own individual pursuits.
Perhaps one of the greatest STEM urban legends is the notion that STEM skills and STEM literacy are only concerns for our current students.  As evidenced by today’s USA Today article on laid-off workers heading back to school, nothing could be further from the truth.  Those who have been adversely affected by the economy (which at this point is just about everyone) are now looking to retool and reskill, pursuing new educational opportunities so they can get into new career fields with current job opportunities and significant long-term potential.
Historically, we see this sort of behavior during many of our nation’s economic downturns.  The economy goes south, unemployment rates edge up, and more and more people turn to IHEs — usually our community colleges — to fill the gaps and improve their chances of success.  Sometimes it means acquiring some new skills to complement existing degrees, certificates, and work experience.  Sometimes it means a complete change, with former airline mechanics becoming nurses or bricklayers becoming graphic designers.
Under the American Recovery and Reinvestment Act, our nation’s giant piggybank for economic stimulus, $1.7 billion is available for adult employment services and training programs.  As USA Today reports, recently displaced workers are looking to tap this aid to take advantage of community college and vocational programs to give them the 21st century skills necessary to secure and succeed in 21st century jobs.
To some, investment in these sorts of vocational education programs is like throwing money down a black hole.  Once and future workers pursue certificates and degrees in a wide range of topics and interests, with little regard for local community economic needs or a true understanding of the employment landscape over the next decade.  We use such funds to pursue personal interests and passions, rather than to truly retool and gain the skills necessary to take a step forward and add a layer of knowledgebase and security to their future.
is it an unfair assumption?  Absolutely.  Over the past few decades our community colleges have done yeoman’s work in providing the sort of retraining programs our workforce needed to remain skilled, knowledgeable, and effective.  As the technology changed, the CCs were there to offer courses in everything from basic computing to complex machinery and technologies.  Some of our best environmental programs are found in CCs.  And we could keep going.
So what does this mean for us now, in 2009?  Put simply, our community colleges are the front lines for effective STEM education.  Those heading back to school are looking for practical skills that will get them back into the workforce and back into jobs with a future.  STEM is the answer.  Those heading back to community colleges are looking for skills that are attractive to employers and needed by their local industries.  STEM is the answer.  And those looking to reskill and retool want to invest their time in courses and programs that represent future opportunities, not the lessons of the past.  STEM is the answer.  As we look at community colleges’ role in the P-20 education continuum, particularly as it related to those re-entering the education gateway, STEM is the answer.
Moving forward, it is essential that we effectively link STEM education, our community colleges, and the students and potential students they are seeking to serve.  How do we do it?  First, we need to strengthen linkages between K-12 and higher education, allowing more current students to see the value and impact of a community college education.  The CCs are not simply for remedial postsecondary courses or as cheaper gateways to a four-year institution.  They offer their own value and their own impact.  These linkages are already being established across the nation, as high schools and community colleges are working together on early colleges and other dual-degree programs, allowing more young people to see the strength, value, and opportunity found on their local community college campuses.  And these linkages often focus on STEM-focused courses.
Second, we need to better link our community colleges with local industry.  We need to do the gap analyses to understand the current employment pipeline and where we may be lacking in skilled employees to fill those new jobs.  What can community college do to help prepare future workers for those future jobs?  We need to better understand our assets.  What programs do our CCs currently offer?  How do they align with employer needs?  How do we build the linkages between the two?  How do we build partnerships so employers use their local CCs for worker training programs, retraining efforts, and as impactful pipelines of skilled future employers?
Most importantly, though, we must continue to strengthen the STEM offerings in our institutions of higher education.  There is simply no getting around it.  STEM literacy is an essential component to gainful employment in the 21st century.  Today’s — and tomorrow’s — workers must think differently, work smartly, and adapt to the ever-changing environment around them.  That requires a core understanding of the math, science, and technology that does into even the most unlikely of STEM jobs.  That requires the 21CS that often accompany an effective STEM education.  Even those looking to work alongside their fathers and grandfathers on the assembly line or at the construction site require a STEM literacy that was never required of generations past.  A union card is no longer enough for some jobs.  STEM proficiency needs to accompany that union bug if our workers are going to compete, innovate, and outperform industry competitors around the globe.
Kudos to those who have already recognized that, those employees or the recently laid off who are already turning to schools and vocational programs to better equip them for the opportunities of the future.  Kudos to community colleges and other IHEs who are meeting the challenge and providing relevant, effective programs that align with industry needs and expectations.  And kudos to those who see that STEM is at the heart of the future of both.

TEM (at least not all of the time), but sometimes we need to sing loudly from the STEM hymnal.  Today’s students need STEM as part of their educational pathway, providing the knowledge and skills they need both in school and in career.  Today’s employees need STEM to stay relevant and adaptable to a changing economy.  And today’s employers need STEM to ensure they current and future workforce possess the skills to contribute to a thriving, growth-focused economy.  STEM education is at the heart of all of it.  We just need to ensure that community colleges and industry keep the blood pumping.
   

Saying No in the Last Frontier

Perhaps it is the old Capitol Hill rat in me, but Eduflack finds it fascinating to watch some Republican governors perform these painful Kabuki dances to refuse portions of the economic stimulus package.  I sort of understand Louisiana’s concerns regarding unemployment funds and the required changes ARRA money would demand of state unemployment laws.  After all, no one want to make legal changes that will require state fiscal obligations well after the federal dollars are gone.

I find it more difficult for South Carolina to consider refusing the education stimulus dollars wholesale, putting the jobs of 4,000 teachers in the Palmetto State at risk.  The political cynic in me has to believe that SC Gov. Mark Sanford is simply using the issue to gain some better negotiating ground with the state teachers’ union on larger issues.
But I am really scratching my head trying to figure out what goes into the thinking process of Alaska Gov. — and once and future GOP superstar — Sarah Palin.  Or maybe there is nothing going through that pretty little head at all.  For those who missed it, this week Palin announced that Alaska will NOT be taking the Title I and IDEA funds made available through the economic stimulus package.
That’s right.  Alaska will be refusing the automatic increases in Title I and special education dollars that are being readied for immediate delivery to the states.  No to dollars that will be distributed through existing funding structures with no real new regulations or requirements of them.  No to dollars to fund federal education programs that are mandated by law and required by statute.  After all, it is not like Alaska can all of a sudden decide it is not going to abide by the IDEA laws and refuse special education services to students in need.
What is even more entertaining is the reasoning that the good governor of the Last Frontier provided.  Following is a statement from the Governor’s official website:
“The law requires me to certify that the requests I forward for legislative approval will meet the requirements of the ARRA to create jobs and promote economic growth,” Governor Palin said. “Legitimately, I can only certify capital projects that are job-ready. Alaska has seen unprecedented increases in the level of state funding for education because that is our priority. I don’t want to automatically increase federal funding for education program growth, such as the National Endowment for the Arts, at a time when Alaska can’t afford to sustain that increase.” “Simply expanding state government under this federal stimulus package creates an unrealistic expectation that the state will continue these programs when the federal funds are no longer available,” said Governor Palin. “Our nation is already over $11 trillion in debt; we can’t keep digging this hole.”

It is nice to know that Palin takes the whole notion of “shovel-ready” seriously when it comes to economic stimulus money.  But when it comes to statements like this, it seems the good governor is shoveling a little more than just snow.  Title I money is to ensure that students in the lowest of low-income communities have the resources necessary to access a high-quality education.  Surely, Alaska has low-income communities and students in need.  IDEA is intended to meet the needs of special needs students, those with legally recognized disabilities who may need special assistance or specific education interventions to maximize their learning opportunities.  I have to believe there is a special education population in Alaska (and a true cynic would point out that Palin’s youngest child would be classified in the IDEA population when he hits the public schools in a few years).
Palin’s entire argument against additional federal education funding is that, as the chief fiscal steward for Alaska, she can only take stimulus money that creates jobs and promotes economic growth.  Perhaps she needs to pay a little more attention to the content at those National Governors Association meetings she’s supposed to attend twice a year.  For a governor, education is the primary level for creating jobs and promoting economic growth.  Strong schools produce a pipeline of future workers prepared for the job opportunities of the future.  Students with a strong core education knowledgebase and 21st century skills are the ultimate catalysts for economic growth and opportunity.  At a time when so many governors are seeking to enhance their K-12 education options and provide more opportunity for students, Palin seems to be turning back the clock, hoping that minimizing the breadth and depth of public education is in the best interests of the next generation of Alaskans.
When the federal government announced $25 billion in additional, immediate funding for Title I and IDEA, the beauty of the plan was that there were no new substantial strings or bureaucracy attached.  Money would flow through existing funding streams, to current Title I and IDEA schools.  No new applications, no new formulas, no new requirements.  The dollars are intended to give a booster shot to existing Title I and special education classrooms, giving them a needed boost as the school districts around them are struggling.
Such funding is not an expansion of state government, nor will refusing the funding do anything to reduce the federal debt.  The money is obligated.  Refusing it does nothing other than punishing those students who need a helping hand the most.  How can one oppose additional resources to provide low-income students new learning materials?  How can one oppose additional investment in special education classrooms, particularly if it doesn’t come out of your own pocket?  And how can one say economic stimulus funds are only to go to capital expenditure projects, particularly after all of the guidance and language coming out of the US Department of Education talks about the need to invest in instructional materials, technology, teacher supports and such geared primarily at boosting student achievement.
Maybe Palin’s got it all figured out, and has a special plan to have all her schools meet AYP and have every student grade level proficient without needing additional dollars.  Maybe she already has the full confidence that all Alaska students — particularly those in Title I and sped classrooms — already have the plans and pathways in place to obtain the skills and knowledge to perform in the 21st century economy and secure the new jobs that are yet to be created.  Maybe she has a model for school improvement we’re just not aware of, and public education in Alaska is in great shape and good hands.
Or maybe she is just planning on using economic stimulus dollars to build weekend cabins for the caribou, believing they create jobs (at least for those building such cabins) and promote economic growth (establishing a tourist industry for the caribou, once we figure out how to tap into their economy).
Regardless, Palin’s decision is yet another display of trying to win political points at the expense of at-risk students.  Like every state in the union, Alaska has real needs when it comes to sustaining and improving K-12 public education.  Saying no to such education dollars to win kudos from conservatives or to better position oneself for higher aspirations in 2012 is just downright irresponsible.  Every Alaskan parent, every Alaskan student, every Alaskan business, and every Alaskan teacher should be offended by Palin’s line in the snow.  And every Title I classroom and special education program in the remaining 49 should li
ne up to ask for Alaska’s share of the economic stimulus fund.  
If they don’t want to improve educational opportunity in Title I and special education classrooms up in the Last Frontier, there are plenty of other responsible governors and schools superintendents who can make strong use of such an investment, and can even do so with job creation and economic growth in mind.  Even in Alaska, those education pathways can be bridges to economic and workforce success, particularly for at-risk students.  Otherwise, Alaska and Gov. Palin are simply building educational bridges to nowhere, failing to use all the resources available to them and failing to equip all students with access to the learning opportunities they both need and deserve.
  
 

Beating Up on 21CS

It’s been a rough couple of weeks for the 21st century skills movement.  Last week, at an event hosted by Common Core, 21CS (embodied by the Partnership for 21st Century Skills) got pretty bloodied by the traditionalists who believe the teaching of soft 21CS mean denying our students much needed core content in reading, math, science, and the social sciences.  The Core Knowledge Foundation was the first to weigh in (http://www.coreknowledge.org/blog/2009/02/25/21st-century-skills-fadbusters/ ) and Eduwonk has a powerful commentary on the event, and its implications for the future (http://www.eduwonk.com/2009/02/21st-century-skills-in-critical-condition.html ).

This week, the traditional media weighs in on the controversy.  EdWeek’s Stephen Sawchuk has a terrific article on the throwdown in Education Week (http://www.edweek.org/ew/articles/2009/03/04/23pushback_ep.h28.html?r=1644068071 ) and USA Today’s Greg Toppo weighs in on the same debate this morning (http://www.usatoday.com/news/education/2009-03-04-core-knowledge_N.htm ), pitting it as 21st century skills versus core knowledge.
Eduflack gets the controversy, don’t get me wrong.  When we start talking about teaching our students “soft skills” in what is already a severely limited academic day, it sends chills down the spines of those who fear we are already falling down on the job when it comes to teaching our kids the basics.  After all, who wants to substitute “world history with “Fun with Technology?”  Who wants to forgo advanced science so we can teach “Interpersonal Communication?”  And who would even think of sacrificing a foreign language so we can offer “Teamwork 101?”
At the end of the day, though, this is all a false debate.  Do our students need 21st century skills, like teamwork, problem solving, critical thinking, and such?  Yes.  Are these skills that many have already been teaching for decades (thus questioning whether they are really 21st century skills)?  Yes.  Should we, or do we, sacrifice our core curriculum to offer this collection of soft skills in its stead?  Of course not.
The debate over 21CS skills should not be one between one set of curricular goals versus the other.  This isn’t core knowledge versus soft skills.  No, our focus should be on how we teach those core subjects that are necessary.  How do we teach math and science so that we better integrate technology and critical thinking skills?  How do we teach the social sciences in a manner that focuses on project-based learning and team-based activities?  How do we ensure that a 21st century student is not being forced to unplug when they enter the classroom, and instead uses the technologies and interests that drive the rest of their life to boost their interest and achievement in core academic subjects?  And most importantly, how do we ensure all students are graduating with the content knowledge and skills needed to truly achieve in the 21st century economy?
If anything, 21CS is guilty of bad messaging and bad PR.  In a time when everyone is concerned about both academic quality and relevance to the economy, many 21CS advocates remain focused on the need for soft skills, believing they have discovered some long, lost map to student success.  In reality, they are calling for a reinforcement of the relevance of core instruction.  Their message has been off, and as a result, they’ve painted a nice, large target on the back of a well-meaning concept.
How do we move beyond it?  The first step is shifting from 21CS skills to STEM skills.  Science-technology-engineering-math education is a strong attempt at unifying core curriculum (at least math and science) with those skills needed in today’s workforce.  STEM literacy requires a keen understanding of core knowledge, along with an adeptness of 21CS.  Most importantly, it is a concept that policymakers and business leaders understand and are starting to embrace, seeing that how a student applies knowledge is just as important as the knowledge they acquire.
Yes, STEM education faces similar criticism to 21CS, but that’s only because some haven’t seen strong, effective STEM education at work.  It isn’t all keyboarding and web development.  It is advanced math and science.  It offers history lessons in technology.  And it even figures out how to teach topics like mechanical engineering in relevant concepts for secondary school students.  In its very soul, STEM is as core knowledge as it can be.
Regardless, this shouldn’t be an either/or debate.  When we look at our K-12 schools, we look at the pipeline into postsecondary education, and we observe the ever-evolving demands for a skilled workforce, it is clear we have miles to go before we solve the problem.  The answer is not more Latin, a better understanding of ancient Greek history, or a finer appreciation for the Great Books.  The true answer is found in how use new technologies, new approaches, and altogether new ways to teach our core subjects.  How do we cultivate new learning skills while reinforcing our tried-and-true curriculum?  How do we better engage a 21st century student on that core knowledge that they just don’t have an interest in or don’t see the relevance of?  How do we better engage students, rather than asking them to unplug and power down upon entering the schoolhouse doors?
What’s clear is the Partnership for 21CS is facing its last stand.  Its positioning and messaging is quickly making it irrelevant, while stoking the engines of those who have long lept to the defense of a deeply held sense of our core academic curriculum.  The Partnership needs to go back to the drawing board, build a new messaging platform, expand its pool of advocates and endorsers, and reassert its relevance in the debate on school improvement.  Otherwise, it is just another good idea that will have failed because of bad execution and an inability to connect with both those who must lead the change and the students we are trying to impact with the reform.

Advocating for Meaningful STEM Education

Advocating STEM Education As a Gateway To Economic Opportunity

Effectively integrating Science-Technology-Engineering-Mathematics (STEM) education and its impact on the economic opportunity into the culture is more important today than anyone ever anticipated.Our nation’s recent economic struggles, coupled with concerns about career readiness and 21st century jobs, have refocused our attention on infrastructure – both physical and human.At the heart of rebuilding our nation’s intellectual infrastructure is a STEM-literate society, and students equipped with the STEM skills needed to succeed both in school and career.

But implementing a STEM education effort isn’t as easy as it seems.To some, STEM is a retread of education programs offered decades ago or a recast of vocational education.To others, it is something for the future rocket scientists and brain surgeons, not for every student.To overcome these obstacles, states and school districts are forced to move into a mode of advocacy and social marketing, effectively linking K-12 education and economy and demonstrating the urgency for improvement to both.

Education improvement no longer happens in a vacuum.Call it communications, advocacy, PR, or social marketing, it all comes down to effective public engagement.For education reform efforts across the nation, ultimate success is more than just educating key constituencies about their cause and goals.True success requires specific action – implementing improvements in partnership with educators and other stakeholders to boost student success, close the achievement gap, and ultimately prepare every student for the challenges and opportunities of the 21st century workforce. Such actions require us to move from informing the public to building commitment for a solution, and, finally to mobilizing around specific actions.

Making stakeholders aware of a concern like the need for STEM education is one thing.It is quite another to move the public to the more sophisticated level of informed opinion necessary to reach consensus and generate a sense of urgency that ultimately leads to the action of investing in a K-12 STEM agenda.But this is how great education reforms move from simply good ideas to great successes.

Before we can get audiences to adopt STEM education efforts and embrace the portfolio of research and recommendations available to them, we must first make them aware of the issues at hand.The informing stage makes people aware of the issue, developing a true sense of urgency for change.

While many decisionmakers recognize that there are problems in meeting the coming workforce demands, many do not agree on what those problems may be or what actions might successfully address them.Unfortunately, too many people believe that there is nothing that can be done to fix these problems. Those states that are poised to become leaders in STEM education must convince K-12 and postsecondary education leaders, current and potential employers, state and local policymakers, and the public at large that there are solutions that will work, and solutions their communities can get behind and support.

Ultimately, we do this by showing the enormous need for reforms in “schools like mine, in classes like mine, with kids like mine.” By focusing on past successes and proven-effective methods, educators can demonstrate the critical role STEM plays in our schools, economy, and community, helping make key decisionmaking constituencies understand the serious risks they face simply accepting the status quo. Thanks to groups like the National Governors Association (and a number of forward-thinking states) and the National Math and Science Initiative, such efforts are well underway.


Next, we shift into phase two — building commitment.Once parents, educators, and policymakers recognize the problem, they are ready to commit to a meaningful solution.Transforming a general need for improvement into a public call to arms for STEM education requires understanding that these solutions are the right ones to improve efficiency and success.

Inevitably, some people will reject proposed reforms. Some will be reluctant to face and accept the trade-offs that come from choosing a specific plan of action. Opponents will try to poke holes in specific reforms. The best way to avoid this resistance is to ensure that everyone is involved in the process and that all of their concerns have been heard.

After moving beyond initial resistance, stakeholders begin to weigh their choices rationally and look to a variety of options for moving recommendations into practice.Decisionmakers need to feel that they have a range of choices and a reason to make them.Successful advocacy clarifies the pros and cons of each decision and allow time and opportunity for deliberation.In Colorado, for instance, STEM leaders are working with business leaders and the P-20 Council to explore opportunities and make specific choices to meet the state’s educational and economic needs.

With that, we are finally ready to move to phase three — mobilizing for action.Changing attitudes and informing the debate is not enough. STEM education succeeds when policymakers and community leaders are actively supporting its solutions.Once our target audiences are engaged because they believe in the merits of our position, they will need to know what we want them to do to help accomplish these goals.So it is important that our communications and organizing efforts include specific actions – ideally actions that are easy and feasible – that supporters can take to help reach overall goals.

If history tells us anything, we know the public may agree that reform efforts are valid and will produce desired results, but may not be willing to change their behavior or adopt specific recommendations.This is
temporary, though.Given time, incentives, and opportunities to consider their core values in light of challenges and needs, stakeholders can reach the final stage of full intellectual and emotional acceptance of the importance of improving education opportunity for all.Now is the best time to make sure that there is a role for everyone to play in education improvement, giving stakeholders the tools and information needed to move themselves and others from awareness to action.

Education is an industry as driven by emotion as it is by fact.As a result, too often, stakeholders decide that inaction is the best action, out of fear of taking a wrong step or alienating a specific group. That is why too many groups, causes, and reforms struggle to develop true public engagement efforts that affect real outcomes.That’s where the Inform-Build Commitment-Mobilize Action model comes into play, offering education leaders one of the most effective methods to implement meaningful education solutions. Applying this model to STEM efforts is critical and will offer long-term impacts on strengthening our schools, our community, and our economy.

“Pink Friday”

With all of the talk about the federal economic stimulus package and its specific education provisions, there seems to be a common belief that education funds (particularly those block grants and discretionary moneys going directly to the state) have little impact on employment (or unemployment) across the nation.  For those not involved in K-12 education on a day-to-day basis, we just can’t see that school districts would look to lay off teachers in the middle of an academic year.  After all, who has the vision of a classroom full of students, lacking a certified educator at the front of the room?

Unfortunately, it is an all-to-real reality.  As states and districts face massive budget crises, personnel cuts are often the first thing to consider.  After all, human resources make up more than 80 percent of our school operating costs.  Between salaries, health benefits, and retirement costs, keeping a teacher in the classroom costs far more than the meager wages many of them take home every week.  So cutting a teacher here or trimming another educator there can mean real savings for a school district in a financial pinch.
Case in point, California.  By now, we’ve all heard about California’s dire financial situation.  Virtually every program is faces the budgetary guillotine.  State workers are being told to take unpaid leave.  The state legislature even recently considered a California-wide ban on the purchase of all instructional materials (textbooks, software, etc.) for two years in the hopes of saving upwards of half a billion dollars a year (the ban was defeated at the end of the legislative session in November, but is likely to be revisited with the new legislature this year).
Last year, during better economic times, California’s public schools issued initial pink slips to 10,000 public school teachers, with nearly 5,000 of them ultimately losing their jobs.  This year, with financial realities in the Golden State far worse than they were in the previous (the latest is an $11 billion shortfall for K-16 education), we have to expect the number of notifications and the number of layoffs  to rise dramatically.
Fortunately, some are looking to throw a spotlight on this issue, reminding California residents that the fate of their school teachers is at risk.  Using the power of the Internet, Stand Up for Our Schools has launched Pink Friday 2009, a collection of online tools, blogs, and discussion forums focused on March 13 — the deadline for California school districts to issue preliminary pink slips to educators.  Check them out at www.pinkfriday09.org/  
Even if you aren’t a California resident, Pink Friday is an endeavor worth a quick look.  It reminds us that the economic stimulus package is about more than tax cuts, school construction, and even $300 million in “green” golf carts.  It’s also about ensuring that our school districts have the funds to provide a high-quality education to all students.  And that starts with teachers.  We may not want to believe that educators will get caught in the middle of these budget fights, and that teacher layoffs could become a reality in far too many states and districts, but it is a grim truth.  Shrinking state coffers mean layoffs of public sector employees, and that includes teachers, administrators, and paraprofessionals (even those in our beloved neighborhood schools).  
By this afternoon, we should know the full details of the economic stimulus package, including how much money is available to support teachers in the classroom and to provide school districts the needed financial resources to maintain their budgets and ensure that high-quality education and good teaching continues (particularly in those communities with the most at risk), even during such economic times.  Without such an investment in teachers, do we really think the next generation of students will be up to the rigors and challenges of the next economic crisis?  
This is not just an issue for current teachers working in today’s classrooms.  This is a topic that everyone — every state and local policymaker, every business leader, every parent, and every taxpayer — should pay close attention to.  When it comes to investing in our schools, priority number one has to be the teacher.  Without effective instruction, state-of-the-art buildings, the latest technology, and the greatest of instructional strategies will have minimal impact.

Running Schools as Businesses?

We often hear “if only we ran our schools like businesses …”  Over at USA Today this morning, they ran a snapshot of data collected as part of Deloitte’s 2008 Education in Business survey of 300 business executives and 300 educators.  The results should be surprising.  Among business executives, 82 percent say the U.S. education system would become more efficient and effective if it ran like a business. Among educators, that number drops to 56 percent (though still a solid majority).

Eduflack has done more than his fair share of focus groups and polling of American industry and knows all too well that corporate executives do not believe that today’s high school graduates are adequately prepared for the jobs that are to become available.  There has long been a disconnect between K-12 and our economic engines, and that shows in surveys like this.
But what exactly does it mean to run our schools like businesses?  Will our school districts be more effective if they are run like the banking, mortgage, or auto manufacturing industries?  Are we looking for a business model like Nordstrom’s, Macy’s, or Target?  Are we offering lessons from Ruth’s Chris or McDonald’s?  Are we learning from all the businesses chronicled in “Good to Great” or just those that haven’t enacted massive layoffs or declared bankruptcy?
The simply answer is that we simply cannot run our public schools like businesses.  Our public schools cannot refuse service to customers (students) they don’t wish to serve.  Our schools don’t invest in the research and development that most industries require.  We can’t choose not to locate our schools in certain communities because of low incomes or low return on investment.  We can’t hire and fire employees at will, nor can we reward those for a job well done or penalize those for one poorly done.  We can’t tap financial reserves or lines of credit when our budgets dry up (unless we are talking about bonds for construction or capital projects).  We can’t compete for customers, with local schools doing whatever it takes to win over parents and students for their business.  We can’t match supply with demand, requiring us to bus some kids great distances to their schools.  And we can’t even ensure return on investment, as schools are focused on inputs and processes, over outcomes and results.
Running schools as businesses is one of those great “straw men” issues that we often through out there as a substitute for talking about reforms or targeted improvement.  There are well run businesses and poorly run businesses.  Same goes for schools.  There are good CEOs and good superintendents.  There are union and non-union workforces in both.  There are competitors (for the schools, they would include charters and private education alternatives).  
At the same time, though, there are few businesses that are committed, let alone required, to serve each and every customer in the region (even those who may be difficult to serve).  There are few businesses that have their products and services closely regulated by the local, state, and federal levels.  There are few businesses that put their resources where they are least needed (like high-performing schools), while keeping their best employees away from the areas that need good help most (like our urban centers).
Can our schools learn from business best practices?  Absolutely.  We can invest more meaningful R&D.  We can provide teachers the ongoing training and professional development needed to adjust to the changes in the profession.  We can adjust our product (instruction) to meet the changes in our community and in our marketplace.  We can focus on ROI, measuring that all students are getting the education products they are promises.  And we can even offer satisfaction guarantees, where students or future employers can seek additional education or training if we find our graduates lack the skills one associates with the degree earned.
At the end of the day, there is no magic bullet for running American businesses and there certainly is no such solution for running our public schools.  Education can learn a lot from business, both good and bad.  But more efficient and effective?  We still don’t have universal agreement on what efficient and effective means in public education.  We can’t agree on how we measure student achievement or whether such performance is the measure of a school or a teacher.  And if our economy is any indication, our confidence in the efficiency and effectiveness of American business seems to be at an all-time low.
School improvement shouldn’t be about adopting a new “business” model or acting more business-like.  Like good businesses, our schools need to solve the problem.  Successful schools understand their customers, have a handle on their resources, know what their problems are, and identify and implement targeted, proven reforms to solve the problem.  Instead of stockholders, they answer to families and the local community.  Instead of stock prices, they measure themselves based on student learning and achievement.  And like any forward-looking profitable business, they are never satisfied with the status quo.
