Head Coach for National Education Standards?

Is it wishful thinking or a sign of things to come?  Do we really have a head coach for the national education standards movement bunking down at the seventh floor on Maryland Avenue?  Eduflack may be reading what he wants to in a recent Washington Post interview, but it sure looks like EdSec Arne Duncan is wrapping a big ol’ bear hug around national standards.

In this morning’s WaPo, former gossip columnist Lois Romano offers up a short interview with the EdSec.  (There’s even a video of the interview, for those who don’t want to be bothered by the written word.)  This is clearly part of Duncan’s ongoing charm offensive tour, and offers a broad brush on Duncan’s goals as the nation’s top educator.  Who knew, for instance, that the primary charge from President Obama was to drive up college graduation rates?  Seems to me we have a great deal of work to do in early education and K-12 before we can even address the issue of college-going and college graduation rates.  But it is a popular topic, particularly in our current economy.
What really struck Eduflack, though, was Duncan’s response to why the education community had turned on No Child Left Behind:
“What didn’t work was this idea of 50 states . . . setting their own standards. . . . What they did is they were very loose on the goals, on the benchmarks, but very, very tight in how you get there. I think we need to reverse that. We need to have a tight, clear bar that we are all shooting for . . . but provide much more flexibility and the ability to innovate and be looser in how folks get there.”
Don’t know about you, but that looks a pretty definitive endorsement of national standards.  The failure of NCLB was that each state set their own mile markers to measure against a single federal yardstick — NCLB.  The fix, the “tight, clear bar” that Duncan is talking about?  It can only mean national standards, a common measure that every student in the nation is held to.  
After so many years of watching EdSecs fighting against the notion of national standards, it is refreshing to see Duncan so clearly embrace the notion without apologizing for his opinions or stating it is just a personal belief and not a policy plan.  And with Duncan’s strong relationships with national standards advocates like NGA and CCSSO, this could actually move from rhetoric to real action.  Whuda thunk?  

School Improvement, the Gates Way

Over at the Washington Post this AM, Editorial Page Editor Fred Hiatt asks the multi-billion-dollar question, How would Bill Gates repair our schools?  Reflecting on a recent interview Gates had with WaPo, Hiatt opines that Gates is an advocate for the sort of reforms that EdSec Arne Duncan and DCPS Chancellor Michelle Rhee evangelize.  He points to the status quo — collective bargaining agreements, tenure, resistance to charter schools, and opposition to pay for performance — as some of the great roadblocks that Duncan, Rhee, and even Gates face in their quest to improve public education.

Eduflack agrees that, for the most part, Duncan and Rhee must play within the system.  For all of this talk about innovation, Duncan must still balance the concerns voiced by traditional groups such as AASA, NSBA, the teachers unions, and others.  As for Rhee, all but the good chancellor have recognized that the American Federation of Teachers is not simply a work-around, and is a reality that must be talked to, dealt with, and respected.  In both cases, innovation and improvement can only come with, to a great degree, buy-in and support from those considered a part of the education “status quo,” the very component so many of us point to as the roadblock to real, significant change.
But Bill Gates, and the Gates Foundation, are a completely different story.  In recent years, the Gates Foundation has invested billions of dollars into our public schools.  It has experimented in small schools and has staked its claim in high school reform.  It has supported dual enrollment and early college programs and invested in libraries and other resources.  Now, it embarks on a path of human capital, seeking to invest in the teachers and administrators that are a necessary component to school turnarounds and school improvements.
So who says Gates has to play by the rules and the confines of the current system?  After all, this is a man who released a box full of mosquitoes as an international conference so all could feel the possible threat of malaria.  This is a man who built a global corporate giant out of his garage by refusing to abide by mores and by never hearing the word no.  This is a man who is investing significant wealth into American public education, despite so many people telling him it was a lost cause and he was throwing his money into a pit that will never yield a return.
To date, the Gates Foundation is thinking about the right issues.  School structure.  Teacher training and support.  Rigor and relevance of instruction.  Connections between K-12 and the workforce.  Pay structures that reward success.  Student assessments and standards.  Return on educational investment.  The Foundation has tried to implement these issues in a number of ways, trying pilot projects across the nation, looking for promising practice, and hoping to find real solutions that can be adopted at scale across the United States.
The latter is the most important point for reformers.  How do we adopt proven solutions at scale?  To date, we are tinkering around the edges.  We can point to achievement gap solutions in Ohio, early college successes in the JFF network, and virtual options in Texas, for instance.  These issues have come, in large part, from working within the system, as Gates seeks to supplement existing efforts and provide the funding to do more within the current system, essentially layering potential solutions on top of systems that may well be broken at their core.
More than a year ago, Eduflack reflected on this same issue.  How can Gates get more bang for its buck?  How can it move from tinkering to dropping a brand-new engine into our public schools?  How does it move from supplementing what is broken to supplanting?  How does it use its power, vision, and checkbook to literally build that better mousetrap.
In recent months, Bill Gates has laid out his vision for what our schools need to improve.  That vision is reflected in Hiatt’s piece this morning.  Flexibility in structure, evidenced by a greater need for charter schools.  Flexibility in human capital, evidenced by new formulas for training, hiring, and rewarding teachers.  Strong standards by which all students are measured, ensuring all students are embracing both the relevance and rigor of 21st century education.  And an unwavering commitment to success, whereby dropout factories are a thing of the past and dropping out is viable option for no student and no family.
So it has me back to my original thinking.  Forget about supporting existing school districts and trying to layer new programs on top of old, failed efforts.  Now is the time for Gates to be bold and different.  Now is the time for the Gates Foundation to chart a different course.  Now is the time for Gates to reject the status quo, and chart a completely new path for K-12 education in the United States.
It is a simple one.  Gates needs to get in the business of empire building.  Instead of investing in urban school districts and trying to overcome decades of problems that have become ingrained on the schools’ DNA, Gates needs to begin building alternative school districts.  That’s right.  Forget charter schools, we need charter districts.  If the current model is broken, as Gates claims, the answer is not to fix.  The true answer is to create a better one.  Move into an urban center and set up a K-12 charter district.  Determine the most effective, research-proven curriculum.  Train, hire, and support the best teachers.  Reward those teachers properly.  Apply strong standards to every student, accepting no excuses and demanding proficiency and success from all.  Better align our elementary, middle, and secondary school programs.  Engage students early on, so they see the relevance of their academic pursuits.  Offer internships and externships so all students see the career opportunities before them.  Build the buildings, implement the learning structures, acquire the technology and learning materials, and do what is necessary to get us to success.  No boundaries to prevent us from doing what is necessary.  No excuses to fall back on.  
These new school districts can build on the successes of Gates programs to date.  They can take the best of Early College High Schools, of the Ohio High School Transformation Initiative, and of Green Dot Schools.  They can also build on the efforts of KIPP and Teach for America and even from school districts like NYC that are truly thinking outside the box.  They can borrow and steal from the very best in school reform, community engagement, corporate innovation, and some of the news ways of thinking coming from small, nimble not-for-profits.
Then take this new system and provide families the choice.  Those who wish to remain in the traditional school district that has served their family for generations can do so.  Those who are seeking new options, those who are seeking new opportunities, those seeking more choice can opt for the Gates route.  It is about providing options and choice.  If implemented properly, such choices not only offer a strong Gates model, but the competition forces traditional school districts to act differently, improve, and meet the demands of their current customers — the families.  If done well, the rising Gates tide would lift all schools — traditional publics, charters, and privates alike.
I know what many are thinking — what an absolutely ridiculous idea.  Funders don’t do such a thing.  They provide resources to support the current infrastructure. They fund new projects and new ideas.
 They supplement, they don’t compete.  Yes, that may have been the way we have traditionally worked, but does it need to be that way?  Do philanthropies need to simply serve as advisors, consultants, and checkbooks, or can they get more active?
When Bill Gates built Microsoft, his mature business model was not to simply advise IBM on the operating software they needed.  He determined the status quo — both in terms of hardware and software — weren’t cutting it.  He tried working as part of that system, and it just didn’t work.  So he turned the industry on its head, positioning software as the driver in the technology industry.  Microsoft became Microsoft because he offered consumers a choice, and he offered them a better one.  After a while, it was no choice at all.  If one wanted to succeed in business, one had to use Microsoft products.
So why can’t we do the same in education?  Why can’t Gates use its investment to build a better school district?  Take all of those great minds that have been assembled at the foundation, and do it differently and do it better.  From the top down and the bottom up, build a school structure that is both student and teacher focused, geared toward real results, and not beholden to the status quo or the ways we used to do it simply because that is how we used to do it.
Could this path be a complete failure?  Absolutely.  The Foundation could get into the middle of it and find that curriculum selection, teacher training, and CBAs are far more difficult than they ever envisioned.  They could discover that managing buildings or dealing with operational issues is not what they want to do.  They could realize that human capital management is simply too difficult a nut to crack, particularly if they are not in charge of the pre-service education that delivers the teachers to their door.  They could even find that the first or second generation of this experiment is a failure, and they have to keep changing and adapting on the fly to meet goals and deliver on their promises to the community.  And, shudder, they could even find themselves lapsing into models and behaviors far too similar to the school districts they are trying to change and offer an alternative to.
Or it could just work.  Gates could pick a four or five cities, invest significantly in those cities and demonstrate how district-wide change can happen at the city, school, classroom, and student level.  They could identify those best practices that can indeed be replicated at scale in districts throughout the nation.  They can find a way to build better pathways and make real opportunities available to more students in need.  They can truly build a better learning environment, particularly for those who have been dealt a bad hand for far too long.
Let’s face it.  If anyone can do it, Gates can do it.  And at this point of the game, not trying is far worse than the risk of failure.  If the EdSec is going to stake a number of school districts with the funds to Race to the Top, why can’t Gates do the same?  We let ED fund internal improvements designed to improve current districts.  Gates funds the construction of new school districts focused on 21st century needs and expectations.  And we see who provides a better education, and a better ROI.  Let the best model win.
Now that’s a race any reformer would watch, from pole to pole.

Moving the Accountability Ball Forward

Many educators have seen recent discussions about topics such as multiple assessment measures and the problems of teaching to a “bubble test” as early indicators that the high-stakes world of No Child Left Behind accountability are coming to an end.  We hear talk about the “whole child” and skewed test scores and such, hoping that we will find qualitative measures by which to evaluate our schools and our students.

But it all begs the question — why are we so afraid of accountability?  Why is it that only folks like NYC Schools Chancellor seem to be relatively lone voices in being unapologetic for testing and for endorsing the notion with teachers teaching to an assessment that measures student progress?  Why do we believe having hard data on where students stand up, even against the state academic levels, to be a bad thing or a necessary evil?  And how do we move the discussion from a fear of assessment to improving the utility of our accountability measures?
The spring edition of the American Federation of Teachers’ American Educator takes a look at the issue, including pieces by Richard Rothstein and company about how we need to look at the issue of accountability beyond just the core quantitative numbers.  The articles are well worth the read.
What was most interesting is Rothstein’s call to “enhance” accountability by combining student assessments with “careful school inspections.”  Currently, we look at assessment as a measure of basic academic knowledge, coupled by critical thinking and problem solving skills in more advanced assessment models.  Rothstein seeks to expand the tick list, adding evaluations of items such as arts and literature appreciation, employment preparation, work ethic, physical health, and emotional health.  These, he posits, are a collection of our ultimate expectations for public education, and thus should be part of the assessment process.  Again, how do we measure the whole child?
Rothstein does offer some interesting specific on how to improve student assessments.  Namely:
* Assess representative samples of students at the state level and on a regular schedule, not only in math and reading, but in other academic subject areas — science, history, other social studies, writing, foreign language — as well as in the arts, citizenship, social skills and health behavior.
* Gather better demographic data.
* Report NAEP scores on scales, not achievement levels.
* Use age-level, not grade-level, sampling.
* Supplement in-school samples with out-of-school samples.
The latter four all fit within the general push to apply multiple measures to our assessment efforts, all in the hopes of providing a more “comprehensive” view of what is happening in the schools, using data for informative processes, and not necessarily for punitive or even intervention purposes.  I’ll admit, when I hear many of the ideas put forward by folks like Rothstein, I usually see them as attempts to weaken our accountability and assessment systems.  Age-level sampling, for instance, weakens the notion of grade-level proficiency.  We know what it takes to successfully complete the fourth grade, not what it takes to move from 10 years old to 11 years old. So let’s park that for a later discussion on the softer sides of accountability.
I’m particularly taken with the notion of expanding the slate of course subjects for which we assess student ability.  Just as we look at student achievement on reading and math, we should be evaluating students (and by extension, teaching) in other subjects.  The visual arts, for instance, are identified as a core subject under NCLB.  Can anyone tell us, though, how we assess student achievement in the visual arts?  Is there a good state arts exam we can point to as an exemplar?
if we are to expand the scope of student performance, though, don’t we need to start with national standards?  Can we effectively evaluate student achievement without clear, uniform learning standards?  Don’t we need a real understanding for what students are supposed to know as part of eighth grade life sciences or 10th grade U.S. government?  If we are to move comprehensively look at student achievement across all academic subjects, don’t we need to set expectations for proficiency now?  And if we do so, doesn’t it make sense to set a uniform expectation for all students?
AFT’s discussion should be seen as a positive development for those advocates of student assessment and accountability.  We are not talking about turning back the clock on nearly a decade’s worth of investment in strong student assessment models.  We’re not giving time of day to ridiculous drivel such as those offered by resident curmudgeon Joanne Yatvin that the feds should “lose the words ‘achievement’ and ‘rigor,’ which have no connection to the inquisitiveness, determination, creative thinking and perseverance students need.”  (And kudos to Joanne Jacobs to calling Ms. Yatvin to task for wasting space with this relic of an idea from a failed educational era.)  If anything, we need to restore real meaning to words like achievement and rigor, using them for more than just a punchline for whine parties hosted by the status quoers. 
No, American Educator demonstrates that assessment is here to stay.  It is no longer a matter of will we or won’t we.  The challenge before us now is how do we strengthen the system.  How do enhance assessments so they provide a more complete picture of student achievement?  How do we use data to improve instruction and hold all in the learning process accountable?  How do we ensure that every child is equipped with the skills and knowledgebase to move forward academically?  How do we hold our schools, teachers, and students more accountable, laying out clear standards, clear expectations, and clear rewards for measuring up?
We are definitely approaching a new day when it comes to student assessment.  We have the opportunity to strengthen our systems, ensuring that data is not just punitive and information is used to improve instruction and measure the true abilities of our children.  If the Obama Administration is serious about our need to innovate in the classroom, we all must recognize that innovation only works with hard, research-based measures to evaluate its effectiveness.  Innovation without assessment has no impact.  Great innovation can only go to scale if we assess its impact, measure its value, and assess its outcomes.

Reading Between, Through, and All Around the Lines

It is always interesting how people see what they want to see and hear what they want to hear.  We all latch onto particular issues or ideas, believing that was the intent of a speech, a news story, or a television program.  Some would say that the measure of a truly good advocacy speech is the speaker allows all audiences to find a little something in the text that rallies them to action, an idea or phrase that makes them believe the speaker understands their concerns and is doing something to solve the problem.

Case in point — President Obama’s lauded education speech delivered yesterday at the Hispanic Chamber of Commerce.  USA Today led with the headline that Obama called for longer school days and longer school years.  The Washington Post saw it as a critique of our current state of schools, a rebuke that called for rewarding good teachers, getting rid of bad teachers, and putting more money into the system.  Education Week saw the call for teacher standards and tougher academic requirements.  The U.S. House of Representatives’ top education Republican, Buck McKeon, saw it as an indictment of the education establishment and status quo.  The U.S. Senate’s top Republican, Lamar Alexander, saw it as a call to arms for merit pay.  NEA’s president saw it as rewarding teachers who were successful with children, but according to the Politics K-12 blog didn’t see anything in the speech about merit pay.  The charter school folks were thrilled with what they saw as an endorsement of expansion of charter schools.  Higher ed officials saw their concerns returning to the forefront.  Even voucher advocates had to have a good feeling for a while, until the U.S. Senate ended the DC voucher program late last night.

Personally, Eduflack saw the speech as laying out two very important trains of thought for future activity, particularly the reauthorization of No Child Left Behind (which some still hope will happen later this year).  First, it made clear that the status quo will not stand, and we need real solutions from a wide variety of sources if we are to truly improve our schools.  More importantly, though, it was the start of a clarion call for national standards.  With its focus on student achievement, school improvement, measuring teacher effectiveness, and ensuring our schools are preparing all students for the opportunities of the 21st century, the next logical step is national standards (that, and going along with NGA and CCSSO’s ideas on international benchmarking).
This was an important moment because it amplified the federal voice on education policy.  For months now, we have clearly heard EdSec Arne Duncan and his plans for the future.  The president’s address raised the ante, demonstrating that school improvement is a top priority, even in this economy.  And doing it before the Hispanic Chamber of Commerce signaled that this is not an issue that will be solved by the education establishment alone.
With all good policy addresses, the devil is in the details.  There were a number of good lines, a lot of good promises, and heaps of great rhetoric in the speech.  We expect no less from President Obama.  The real challenge, though, is how that rhetoric is transformed into policies and initiatives.  How will the Secretary’s Innovation Fund take shape?  How will we measure success in the Race to the Top fund?  What specific new programs will we put in place to close the achievement gap?  How will we hold our SEAs more accountable for all of the economic stimulus funds headed into the states?  How will we use the Teacher Incentive Fund to truly reward and incentivize good instruction?  How will we address college costs in more ways than simply making more dollars available to aspiring students?  How will we measure student achievement, particularly if we are to move beyond one “bubble test?”  And yes, Eduflack fans, how are we to equip all students with proven instruction, particularly in the subject of reading?
For now, the folks down on Maryland Avenue are still busily working on the guidance and regs that are to accompany the American Recovery and Reinvestment Act, determining the RFP process for the Race to the Top and trying to figure out how to disperse 40 some odd billion dollars to states without a system in place to cut some checks.  And then they need to focus on staffing, actually getting senior leadership in place to administer our existing federal education infrastructure.
Currently, the EdSec is riding a wave of popularity from the stimulus money and a current national focus on public education.  That wave can soon top off, though, if it isn’t backed up by new ideas, new policies, and new initiatives that move us from idea to action.  We need specifics to rally behind, specifics that call key stakeholders to action and can be put into place in ways that demonstrate real results out of the box.  Good speeches come and go.  Strong programs that improve the way our schools operate and our children learn last forever (or at least until the next administration).
Otherwise, it is just empty rhetoric at a time when we need real action.  The stimulus money was a start, but as every ED official reminds us, that is just a temporary, one-time thing.  It is time for ED to put its long-term policy stake in the ground, moving from words to action.

“Happy Birthday to Eduflack!”

It is hard to believe, but Eduflack is now two years old.  When I started this little endeavor, I never quite expected it to last this long (or to have the readership base that it has today).  Honestly, this was started as a cathartic exercise, an opportunity for me to think through a range of education improvement issues and get a better look at what is working and what is not.

From the beginning, I had sought to frame education through a communications lens, looking at how effective (or ineffective) we are in talking about school improvements and reforms.  The words we choose.  The rhetoric we use.  The channels we speak through.  The audiences we identify and reach.  The measurements by which we dub reform, and the communication of it, successful.
Along the way, we’ve taken many twists and turns.  The most significant is I seem to talk just as much about pure education policy as I do about its communication.  That is to be expected.  Eduflack is not your garden-variety flack.  In my professional life, I actually spend the majority of my time working on leading education policy issues, including reading instruction, high school improvement, STEM education, early childhood education, ELL, and other such topics.  My company, Exemplar Strategic Communications (www.exemplarpr.com) is more of a policy and strategy shop than a communications shop.  I spend a great deal of time with research and data, trying to figure out what the numbers tell us about what works and what doesn’t.  And I tend to focus on overall strategy, looking at how a new idea, a new organization, or a particular intervention fits into the overall education framework and how to best position that idea for maximum receptivity and impact.  So it is only natural that my personal writings would be an offshoot of the deep policy discussions I am engaging in on a daily basis.
Since its launch in March 2007, Eduflack has posted 370 entries.  That’s more than three a week.  I recognize that this is not your typical blog.  Loyal readers know I tend to write really long (most posts are at least 1,000 words).  I don’t do drive-by postings or throw up the latest gossip of the day.  I try to ground each post in recent news coverage or data release.  And there are a few topics (reading, STEM, and national standards) that I just can’t let go of, like a dog with well-chewed bone.  That’s just who I am, and that’s not going to change.
What will year three look like?  More of the same, I’m afraid.  I still refuse to admit that reading instruction is not a national priority, and I will continue to use Eduflack to advocate for evidence-based reading instruction and to spotlight those states and districts that are doing it right, those SEAs and LEAs that provide a real blueprint for how to build a better federal reading program.  I will continue to focus on STEM education, knowing it is the clearest path to linking education and the economy and ensuring that the United States has the strongest, best skilled pool of 21st century workers.  I will continue to press for national standards, believing they are a necessary pathway to real school improvement.
And in the coming year, we’ll see a few additional priorities.  I want to write more about ELL and ESL issues, particularly as states grapple with how to get our Spanish-speaking populations up to par academically.  I will spend more time on the general issue of teaching and teacher development, with a focus on the sorts of content-based, job-embedded PD we know teachers need to do their jobs well.  We’ll talk more about data-based decisionmaking, from the top all the way down to the classroom.  And issues like early childhood education and charters will be more prominent in these entries as we see the impact they have on really improving our K-12 offerings.
Of course, the self-indulgent posts updating the developmental progress of my son, Miggy, and my daughter, Anna, will continue as proudly as ever before.

The Measure of a Successful Graduate

This has been an interesting week for national education standards and firm performance measures.  We celebrated President’s Day on Monday with AFT President Randi Weingarten making the case for national standards on the opinion pages of The Washington Post — www.washingtonpost.com/wp-dyn/content/article/2009/02/15/AR2009021501257.html.  She makes a compelling case, a case that Eduflack and other have been making for quite some time.

It also flows nicely from the report issued by NGA, CCSSO, and Achieve at the end of 2008, focusing on the need for the United States to pay closer attention to international benchmarking, a push to effectively capture the right data so we know how our students are performing when compared to their academic colleagues in other industrialized nations.
Yesterday, Ohio Gov. Ted Strickland raised the ante a bit more, calling for an overhaul of the state’s Ohio Graduation Test, citing concerns that nearly one in 10 Ohio high school seniors fail to pass the OGT (after multiple attempts at success).  The full story can be found from Denise Smith Amos at the Cincinnati Enquirer — news.cincinnati.com/article/20090217/NEWS0102/902170316/1055/NEWS.  
It should be no surprise that some in Ohio are already wondering if changes to the OGT mean increasing standards and expecting more from our students (as is Strickland’s stated objective).  Typically when we talk about improving student assessment measures, it means one of two things.  The first is the fear we will ask for more from our students (as is happening in Ohio).  The all-to-often reality is it usually means a weakening of the standards, dropping expectations to ensure that more students are hitting the magic number and schools are reaching their AYP benchmarks.
But the Ohio experience raises a very interesting question.  Can our states provide an effective “graduation test,” one that is expected to measure the full value of a high school education, in the 10th grade?  Obviously, we aren’t testing students on the math and science concepts that are traditional in 11th and 12th grade classes (including Algebra II, Trig, Chemistry II, Physics, or even advanced life sciences).  In some locales, it means not measuring world or U.S. history.  In each and every school, a 10th grade “graduation test” only serves as half of an effective measure.
Yes, Eduflack understands the need to provide students a second chance to pass this important test.  Yes, I realize the stakes are high, particularly when you say a student can’t earn a diploma without demonstrating sufficient performance on a single test.  But can a test taken in the middle of one’s 10th grade year effectively measure the comprehensive learning acquired during the secondary school experience?  Can a graduation test taken two years early truly help postsecondary institutions and employers know the full skills and abilities of the students exiting our K-12 systems?
The answer is clearly no and no.  We tell every student that they need a high school diploma.  We tell them that dropping out is never a viable option.  More states are even shifting to an 18-year-old age requirement for students to drop out.  But how do we expect students to take their full high school experience seriously if we tell them in the spring of their 10th grade year (not even the mid-way point of the high school experience) whether they have passed or failed high school?  History tells us that “failure” tag is not one that inspires students to buckle down and do what it takes to pass on the second or third try.  Quite the opposite, it provides students an excuse to give up, whether then remain in the classroom or not.
Critics will obviously say that there is no effective way to administer a comprehensive exam and effectively evaluate students at the end of 12th grade; we simply don’t have the time to do it right.  It won’t be fair to students that they be denied their diploma because they failed an exam a week or a month prior to graduation, they say.  Students won’t have multiple opportunities to take the exam, working to fix what may have gone wrong.  Teachers won’t have the opportunity to provide the necessary interventions to fill the gaps.
That’s where concepts such as national standards come in.  Yes, we should know what every 10th grader (as well as other students) should know and be capable of doing at the end of an academic year.  Those standards are core to a successful K-12 learning experience.  If students are meeting standards at the end of 8th grade and 10th grade, they should be prepared to meet the challenges of a true graduation exam in 12th grade.  If they are off the mark come 10th grade, educators have two years to intervene and empower students with those educational building blocks they need to succeed.
Yes, Governor Strickland, the OGT is not rigorous enough.  Kudos for trying to do something about it.  Part of the problem is the nature of standardized testing.  Part of that is the reality that we cannot effectively measure high school performance less than halfway through the experience.  A truly rigorous graduation test requires measuring courses and content gathered in 11th and 12th grade.  A true exit exam, offered near the conclusion of 12th grade, may seem as the highest of the high-stakes test.  But it is the only way to truly measure whether our graduates have the skills and abilities holders of a high school diploma should have.  It is the only way to demonstrate to our postsecondary institutions and our local businesses and industries that K-12 graduates are capable of doing what we expect of each and every graduate.
National standards give us the regular, ongoing benchmarks to ensure we are hitting the academic marks we need to hit throughout the K-12 process.  Effective data systems — such as those being built in some states and those advocated for by the Obama administration through the economic stimulus process — provide us the information and the research necessary to ensure our kids are hitting those marks, while providing teachers the guidance on necessary interventions and needed steps to bring all students up to proficiency.  And meaningful, rigorous graduation exams, administered at the close of the high school experience, are the final measure to ensure the impact and effectiveness of that K-12 education.
This is not an either-or-maybe scenario.  We need the national standards, the data systems, the exit exams — and the policymakers, administrators, and teachers who know what to do with it all — if we are to regain our competitive edge and restore real value to a high school diploma.
If we are to deliver real return on investment for our school improvement efforts, we must take assessment and data seriously.  We can’t wait this out and assume it will get better on its own.  We need to get serious now about teaching, measuring, and evaluating the effectiveness of public education.

The education headlines continue to pile in today, and most of them aren’t focused on nominations at the U.S. Department of Education nor the education implications of the economic stimulus bill.  Some ideas to consider:

Further Proof We Need National Education Standards
Over in Kentucky, legislators are looking to rewrite the state’s reading and math school standards, seeking to improve student proficiency by reducing the number of state standards they are held to.  A noble intent, particularly when it is intended to address remedial needs in postsecondary education, but by now, you’d think every state would understand core academic standards.  Our focus should be on delivering the proven-effective instruction in math and science and equipping teachers with the materials and supports they need to get the job done.  This seems like a side step when so many are calling for a large step forward.
Refocusing on Teaching
By now, we all should recognize the importance of the classroom teacher in school improvement and the need to provide those teachers ongoing, content-focused professional development.  And with expectations for our schools, teachers, and students growing higher and higher, one would think PD would gain greater attention from the education system.  But in Iowa, teachers are struggling to find the time they need for professional development.
A Little College Help
We often hear how the job of K-12 education is complete once graduation day finally arrives.  Over in Indianapolis, though, educators seem to take their commitment to boost the college-going rate just a little more seriously.  Imagine, high schools providing guidance counselors to recent high school graduates, to help them adjust to the challenges and rigors of postsecondary education.  It’s true, at least for those who attended Indianapolis Metropolitan High School.
Learnin’ the Language
While the focus on school improvement grows larger and larger with each passing week, there is still little discussion about the issue of English Language Learners.  Seems the National Association of Bilingual Education, through its former ED James Lyons, is trying to change that, talking up the need for greater ELL focus in national education policy.
Wire Me Up
According to the Pew Charitable Trusts, 25 percent of adults in the United States do not use the Internet.  While we expect the vast majority of those individuals are older Americans, one has to ask, how many parents of school-aged children are disconnected at home?

Over at Online University Lowdown, the offer a new blog posting on “the top 50 education policy blogs.”   They lead into their list (they don’t actually rank the 50, just list them, with the following:

Eduflack is honored that this blog is included in their top 50 list.  Are “the most interesting and innovative education policy discussions” taking place on the blogosphere?  If recent debates about 21st century skills and national standards are any indication, I’d like to think the answer is yes.
At any rate, congrats to the other 49 on the list.  Let’s hope we can continue to live up to the perceived expectation that we are key cogs in the policy discussions that will continue to drive education improvement.
 



Resolving in 2009

The start of a new year brings us a new page, a clean slate, and an opportunity for growth and redemption.  For whatever reason, we seen the beginning of a new calendar year as the one day in 365 to focus on improvement and ways we can better ourselves and the communities around us.  With such an outlook comes resolutions.  And while Eduflack likes to see himself going against the grain more often than not, that doesn’t mean I don’t see the value in setting some goals and publicly declaring some resolutions for 2009.

First, our collective resolutions.  Looking across the education improvement community, I hope we can all resolve to:
* Be more proactive in our communication.  For too many organizations (U.S. Department of Education included), communication consists mostly of one-way discussion (media releases) and reactive activities in response to someone else’s one-way discussion.  We need to be proactive.  We need to build dialogues and discussions.  We need to set the debate and establish the vocabulary, and not have it dictated to us by a select few.
* Engage in innovative communication.  If 2008 taught us anything, it is that there are multiple channels and endless ways to engage on key issues.  Media releases and outreach to daily newspaper reporters are just the tip of the iceberg.  We need to better engage the online community, including websites and the blogsphere.  We need to add pictures to our words, using great technologies like Flip video cameras to provide real multimedia discussions.  And we need to use social media outlets to continue to build, cultivate, and expand the discussion.  That’s one of the reasons I started Educommunicators (www.educommunicators.com), and it is what I hope the community will evolve into in 2009.
* Better understand our audiences and know who can trigger real change.  Discussions of education improvement should not be limited to policymakers, particularly just to those at the federal level.  Discussions need to focus on a range of stakeholders — teachers, school administrators, school boards, CBOs, the business community, state officials (from the governor to the chief state school officer to the legislature), Congress, the new Administration, and the membership and trade groups that represent all of the above.  We need a large table, and many seats at it, if we are to bring about real change and real improvement.
* Better use of the data.  Unfortunately, research was used in 2008 primarily to punish rather than to inform and improve.  We use the WWC to spotlight those programs we believe don’t make the cut.  We use AYP scores to punish schools.  We use state tests to highlight the laggards and point out what our students aren’t doing or don’t know.  Research and data points should be our path forward.  They should chart the course, showing us our priorities and helping us measure our progress.  Data should be both diagnostic and inspirational.  
* Prioritize our policy asks.  We start the new year with an open book full of asks and wishes.  And we do so in an economic environment that discourages anything new and anything with a real price tag.  We cannot do everything, at least not now.  This year is about better using our existing resources and making sure our top needs are being met.  That means more effectively using existing Title II dollars to strengthen our teachers.  It means better using Head Start and other federal programs to improve early childhood education.  And it means using past Reading First and other Title I dollars to ensure that our school districts have the instructional materials and technology necessary to continue forward progress, even in a year of severe budget cuts.
* Recognize that the federal government cannot solve all.  We cannot forget that the feds are responsible for less than 8 cents of every dollar spent on public K-12 education in the United States.  ED has the bully pulpit to provide us leadership and vision, and needs to put it to better use each and every day.  But the real forum for improvement and work is at the state level.  As we look to 2009, we need to look at ways to better engage state governments, better help them navigate their budget crises, and build a better public education system to meet their community and economic needs, both now and in the future.
* Place outcomes over process.  Education improvement is not about specific programs or laws.  It is about outcomes, and it is about results.  It is about student achievement and forward progress.  Too often, we lose sight of that.  We worry about how we are getting there, instead of focusing on the end destination. NCLB was the perfect case in point.  In previous years, we were so hung up on the law itself that we lost sight of the equity and achievement it intended to bring.  It is all about the results.  We can’t forget that.
As for Eduflack, I have a few personal resolutions for this blog as well:
* I resolve to spotlight the success stories and the tales of positivity and progress.  It is easy to dwell on what is going wrong and lament the problems in public education.  We all need to do a better job talking up what has promise, and sharing best and promising practices so they can be modeled by others.
* I resolve to offer a broader national view of education improvement efforts.  Too often, my attention is seized by what is happening in the DC or the NYC media.  I need to do a better job focusing on what is happening across the United States, not just in my own back yard.  The real work, the meaningful work, is happening out there on Main Street USA.
* I resolve to step up my advocacy for issues I believe to be important to education improvement.  Successful communications is about advocating for change and helping stakeholders take the steps necessary to implement that change.  Eduflack should be one of the levers in such improvement efforts.  I’ve never been one to be afraid to speak my mind, question the status quo, and generally agitate the system.  This blog will continue to do just that.  But it will do it smartly and with purpose.  Eduflack will continue to push for STEM education, research-based reading, early childhood education, teacher training and PD, and national standards.  That’s just who I am.
* I resolve to amplify the voice of the virtually voiceless.  This blog is a megaphone for successful communication of education improvement efforts.  That means spotlighting issues not in the spotlight, highlighting organizations that may not be highlighted by others, and focusing on good actions, not just those who are responsible for them.
* I resolve to distinguish between reforms and improvement, with an emphasis on the latter.  In 2009, our top priority should be closing the achievement gap — the gap between Black and white, between Hispanic and white, and between rich and poor.  Our investments and actions should all point toward how we bring achievement and equity of learning to all students.
I also recognize my limitations.  Eduflack is essentially a one-man band, meaning the personal and professional can often get in the way of good blogging.  I have my priorities.  Family comes first, and my wife and two perfect toddlers will always come before a blog post.  I have my business, which allows me to pursue my passions of putting the critiques on this blog of how to effectively communicate and engage to work for organizations and issues that mean it most.  I usually look to avoid blogging about my clients and am always diligent about disclosing my relationships when I do focus on the good work of the good organizations I partner with.  That will continue.
I know that my blog postings are too long, often defeating the purpose of the medium.  That’s just me.  I’m trying to fully embrace Twitter in 2009 to streamline some of my thinking (you can find me as Eduflack), but my 2009 postings will cont
inue to read more like essays than quick dump-and-runs.  Again, that’s just me.  To quote the great sailor-philosopher, I am what I am.
Here’s to a productive, meaningful 2009.  A year when EdSec in-waiting Arne Duncan and company seize the full power of the ED bully pulpit.  A year where more people realize the intersection between school improvement and economic empowerment.  A year when data is better collected, better understood, and better used.  A year when public education truly improves, and not merely changes for change sake.  Here’s to a year of possibility and true public engagement on important education issues.  Here’s to 2009.

Hiding High School Graduation Standards?

In case you missed it (and you likely did, based on timing), the U.S. Department of Education finally released its non-regulatory guidance regarding a uniform national high school graduation rate.  Readers may recall that EdSec Spellings announced the federal government’s intent to adopt the four-year graduation rate established years ago by the National Governors Association, agreed to by all 50 states soon after, and adopted by many states already.  Well, on Christmas Eve’s Eve, ED decided to offer some of the specifics around the new grad rate.

The highlights, according to ED itself:
* Defines the four-year adjusted cohort graduation rate, the extended-year adjusted cohort graduation rate, and the transitional graduation rates that are allowable until States must implement the four-year adjusted cohort graduation rate
* Guides States in setting a single graduation rate goal and annual graduation rate targets
* Outlines requirements for reporting graduation rates
* Answers questions about how States include the four-year adjusted cohort graduation rate and any extended-year adjusted cohort graduation rate in AYP determinations, including the use of disaggregated rates for student subgroups
* Explains how a State must revise its Consolidated State Application Accountability Workbook to include certain information and submit its revisions to the Department for technical assistance and peer review
* Clarifies the timeline for implementing the new graduation rate provisions, as well as the process for how a State that cannot meet the deadlines outlined in the final regulations may request, from the Secretary, an extension of time to meet the requirements.

Don’t get Eduflack wrong.  I’m thrilled ED has gone and endorsed the NGA formula.  They should have done so years ago.  I also recognize that ED is using an awful lot of words and “non-regulatory” language to describe what should be a simple concept.  At the end of the day, the federal government is saying a high school graduation rate is measured based on how many ninth graders complete their secondary school education four years later.  Obvious exceptions are made for transfers and deaths and such, but high school is a four-year experience, and the measurement is a four-year yardstick.
No, what troubles me is the timing.  At no time in our nation’s history is a secondary (and some form of postsecondary) education as important and necessary as it is today.  Under virtually no circumstances should we say it is acceptable for any student to drop out of high school.  Dropping out simply is not a viable option.  This new formula is a big deal, with major implications for the states and for the nation.  We need an accurate count of how many kids are graduating high school on time (and then we need to determine why the rest are not).  So why dump it during a holiday week when no one is paying attention?
Years ago, Eduflack was doing crisis communications work for a manufacturing company.  We had a big story coming out, a story we didn’t want to see in print.  We couldn’t control the story, but we did have some control over the timing.  Through some creative issue management, the article ran in a major daily newspaper the Sunday following Thanksgiving.  Few read the story.  The issue was forgotten before the post-holiday work week had ramped up.  It died a quick death in the natural news cycle.  The lesson here — there are good times to release important news, and good times to bury news of concern.  Thirty-six hours before Christmas simply isn’t the time to garner the attention of the populace, or even just the education policy chattering class.
And that’s a cryin’ shame.  The move to establish a common high school graduation rate is an important step forward in the discussion of national standards and student equity.  It puts all high school schools on a level playing field, letting parents, policymakers, and decisionmakers truly see what schools are doing their jobs, where the true dropout factories are, and who is hiding behind a mound of disaggregated data.
I’ve been hard on the EdSec for sitting out much of 2008, shying away from the controversial issues and losing grasp of what could have been a positive legacy of education improvement for this Administration.  Her announcement earlier this year to embrace a universal high school graduation rate was a moment of strength and of power.  Unfortunately, the potential has again been squandered, lost amid a pile of Christmas wrappings and end-of-the-year lists of who’s hot and who’s not.  If this guidance couldn’t be released in early December, it should have been held for the new year.  It should have been released when education reporters were in the office, ed bloggers were updating their postings, and policy websites were getting their usual traffic.
A Christmas Eve’s Eve dump does a disservice to those states who have already adopted the universal grad rate, and paid the price because it dropped their numbers virtually overnight.  It does a disservice to those who have been fighting for high school improvement and for national performance standards.  And it does a disservice to ED and the EdSec, who again score well on intent but struggle with the execution.
Is it too much to ask for ED to maximize the bully pulpit it possesses?  Is it too much to think major policy issues and efforts to improve our schools deserve the spotlight, and not simply a midnight release as the last person turns out the lights over at Maryland Avenue?
