Finally, an ESEA Blueprint from the Feds

After months of anticipation, we finally have the official blueprint for reauthorization of the Elementary and Secondary Education Act form the Obama Administration.  The plan was teased in some news articles yesterday (Saturday) morning and was previewed during President Barack Obama’s weekly radio address on Saturday morning.  The official plan, found here, was officially released on Saturday evening at 8 p.m.

At first glance, I found the plan to be whelming.  On the whole, I thought it was entirely solid and relatively thoughtful.  But as I read it (and it shows you what type of life Eduflack lives when he spends his Saturday night reading the Administration’s ESEA blueprint, but for what is was worth, I was also watching West Virginia University beat Georgetown), I was surprised by how little I was surprised with.  As we used to write about two years ago, this was clearly NCLB 2.0.  Much of the last iteration of ESEA remains intact.  Some needed improvements are being made.  And the priorities emphasized in Race to the Top are being codified, hopefully, into the new law.
The highlights?  The plan is grouped under five key principles (not to be confused with ED’s four pillars).  The principles include: college and career-ready students, great teachers and leaders, raise the bar and reward excellence, equity and opportunity, and promote innovation.  These principles break into the following tasks:
  • College and Career-Ready Students — Raising standards for all students, better assessments, a complete education (meaning a well-rounded curriculum beyond the common core standards)
  • Great Teachers and Leaders in Every School — Effective teachers and principals, our best teachers and leaders where they are needed the most, and strengthening teacher and leadership preparation and recruitment.
  • Equity and Opportunity for All Students — Rigorous and fair accountability for all students, meeting the needs of diverse learners, and greater equity.
  • Raise the Bar and Reward Excellence — Fostering a Race to the Top, supporting effective school choice, and promoting a culture of college readiness and success.
  • Promoting Innovation and Continuous Improvement — Fostering innovation and accelerating success, supporting recognizing and rewarding local innovations, and supporting student success.
See, nothing that exactly shakes the K-12 education earth.  As I read the blueprint, I am seeing much of the original intent of NCLB, mixed in with the goals of RttT, a heavy, heavy influence of common core standards, and a strong dash of the principles advocated through the Schott Foundation’s recent Opportunity to Learn (OTL) campaign (primarily the equity planks).  A little something here for everyone, but not enough that any one party is quite swooning at this point.
I’ll be honest, the timing of this release as Eduflack completely puzzled.  This blueprint was released as if ED was trying to dump it so no one noticed it.  In PR, the general rule is you never release something of importance over a weekend.  And you certainly don’t do it at 8 p.m. on a Saturday night.  Many of the leading reporters got an advance briefing of the blueprint (as evidenced by The Washington Post coverage here, which notes an expected 16 percent spending increase in the federal education budget), but it is clear from the early comments that this release was not maximizing the interest in the topic.  We have 16 states coming over to ED this week to plead their case for RttT, with this blueprint now stepping on that significant reform story.  Yes, Duncan is slated to speak before the Senate HELP Committee this Wednesday, but with all of Washington focused on healthcare reform, this blueprint is likely to go undernoticed in the coming days and weeks.
But from the look and feel of the blueprint, it is clear that neither Capitol Hill nor the media is in the intended target here.  Since the beginning of the calendar year, we have been hearing how Assistant ED Secretary Carmel Martin was preparing an ESEA blueprint for legislators on the Hill.  But this document, from its design to its word choices to its bulleted focus of key concepts, is designed to deliver talking points and marching orders to the education blob.  This “blueprint” is designed to move the discussion at member organizations, forums about town, and cocktail parties and gab sessions.  In that way, it isn’t so much a blueprint as it is framing document for debate.
A few things are crystal clear.  One, EdSec Arne Duncan is going all in when it comes to common core standards.  The execution of this blueprint requires the adoption of the proposed standards across the country.  Anything short of 80 percent adoption within the year is going to severely hamstring much of what is proposed in this plan.
Two, those who were expecting accountability (and AYP) to be weakened are going to be severely disappointed.  Yes, we no longer use the term AYP.  But accountability remains alive and well in this document.  Localities are not being granted the flexibility many had hoped they may receive.  And while we are changing some of the rubrics (again, aligning them with those core standards) it is clear that continued improvement of student achievement remains the name of the game.  Even more so when it now appears that states, districts, schools, and teachers will be judged by how good a job they do getting more kids to graduate from high school.
Three, the teachers unions have been put on notice.  Obama’s remarks last week about the situation in Rhode Island were quite an intentional statement against the teaching status quo.  This blueprint strengthens the call for closing low-performing schools, addressing teachers who aren’t making the cut, and holding school districts, administrators, and teachers far more accountable for student achievement than even NCLB did.
Four, rural education is not going to be happy.  After seeking to improve its lot under NCLB, rural ed is almost an afterthought in this blueprint, inserted in a list of specialty audiences AFTER Indian, Native Hawaiian, and Alaska Native Education interests.  Hardly the sort of focus that Senate HELP Committee Ranking Member Mike Enzi (WY) and House Education Committee Ranking Member John Kline (MN) are hoping to see.  And Eduflack would quibble with what is labeled as “A New Approach,” as many of these bullet items do indeed read like the rhetoric surrounding NCLB intentions back in 2001 and 2002.  But looking to bullet out the takeaways (and distinguish between new and continued approaches) is always useful to those who will be asked to opine on this blueprint now and in the future.
And what’s missing?  No real discussion of anticipated plans of eliminating the current Title II (focused on teachers) and replacing it with new language aligned with the last year’s activities (though I suspect that’s what the effective teachers section is intended to address).  No real emphasis on plans to eliminate traditional, guaranteed block grants and replace them with competitive grant programs a la RttT and i3, particularly at the school district level.  And most importantly, no crosswalk of dollars with priorities.  WaPo may be pointing to a major spending increase under the reauthorization, but it simply isn’t part of the plan that has
been shared with the at large chattering class.  We’re being asked to buy into big ideas, with specific dollars, programs, and line items available on a need-to-know basis at a later date.
So what now?  From early reports, AASA (which was a strong opponent to NCL seems happy.  Teachers unions are upset.  And most simply didn’t realize this was dropped late last night (and announced proudly on Facebook for those who are Fans of the US Department of Education).  While this gives both the House and Senate committees additional information to consider as they hold their ESEA hearings, it is clear that Chairman George Miller (CA) is moving forward with his own plans, and this blueprint may very well be tossed onto the pile with other recommendations coming in to Miller from across the sector.  
Timing?  Eduflack loves those cock-eyed optimists who are still talking about reauthorization by this summer.  It ain’t happening.  If the intent is to re-bucket ESEA around this proposed blueprint, we are looking at spring 2011 at the earliest, assuming we don’t have significant shifts in congressional makeup this November.  But at least it gives us more to talk about than just RttT!

AFT Policy Talk … and Walk?

About a month ago, Eduflack wrote about AFT President Randi Weingarten’s teacher quality treatises nailed upon the schoolhouse door, where the head of the nation’s second largest teachers’ union laid a vision for how AFT could get on board the new ed reform/school improvement train.  At the time, I wrote that she was talking a good talk, but the real challenge would be how AFT, and Weingarten in particular, would be able to walk the walk.

The first stroll of such a challenge took place deep in the heart of Texas earlier this month, when Houston ISD Superintendent Terry Grier tried to use Weingarten’s rhetoric to get his teachers’ backing for a new teacher quality initiative that allows the school district to remove teachers with lagging student test scores.  Grier’s Houston experiment was unanimously supported by the Houston ISD School Board, but was loudly opposed by local teachers and by the national AFT.  Eduflack reflects on the Houston showdown here, while the National Journal’s Education Experts Blog provides some terrific insights and views here.
Coming out of Houston, there were many an education agitator wondering if AFT is indeed serious about being part of the reform agenda.  After all, AFT is in the business of promoting teachers’ jobs and boosting their benefits.  The reform agenda is now focusing on teacher incentives and so-called quality issues, which leads quickly to a discussion of bonuses for some (but not all) teachers and the removal of teachers who are deemed ineffective.  (Though Eduflack recognizes the rubric for effectiveness is one of the biggest sticking points in the game right now).  So while AFT may be for reform and for teacher quality, can it ever really get behind any plan that will call for the removal of educators from the classroom or the professional entirely, particularly when they are dues-paying members protected under an AFT-negotiated collective bargaining agreement?  How does the reform rhetoric translate into action?
While I’m not sure if AFT has figured out how it truly positions the union on the teacher quality issue (other than knowing that there are few in DC with the knowledge and experience on the issue with the ability to take real action like the AFT’s Rob Weil), it is clear that AFT is not content in simply serving as the “loyal opposition” to the current education reform wave.  Yes, AFT is going to do its share of criticism on policies such as Race to the Top, proposed budget cuts, and the expected ESEA reauthorization, but recent actions signal that AFT may also be looking for some common ground where it can move the needle, make a difference, and be a part of real reforms.
Case in point, earlier this week, Weingarten convened an off-the-record discussion with U.S. EdSec Arne Duncan, WV Gov. Joe Manchin, and 25 or so other business leaders, academics and advocates (supposedly from both the left and right) to focus on the issue of career and technical education, or CTE.  For those not paying attention, CTE is one of those key issues to strengthening our educational pathways, improving high school graduation rates and ensuring more students are ready to enter the workforce with the skills and knowledge needed to succeed.  But it is an issue many stay away from, believing that the current version of “vo tech” isn’t sexy or innovative enough to warrant the spotlight.  So bringing business leaders and educators and politicians and researchers together to discuss how to improve CTE is an important step to move CTE closer to the forefront of the discussion.
Eduflack is told the CTE discussion is the first of many “invitation-only” discussions that Weingarten and the Albert Shanker Institute has planned for the next year.  By hosting a series of salons on what are perceived as the important education topics of the day, AFT is clearly seeking to move issues beyond RttT, i3, and reauth into the education policy spotlight.
Personally, I’m all for such discussions.  The more we discuss such issues, and the more people who discuss it, the better prepared we are to have real, serious, and meaningful policy discussions.  But as usual, the devil is in the details.  Beyond the invitation-only events of the usual suspects, how do we engage a broader discussion with those whose voices are rarely heard in such debates?  And more importantly, what do we do after these discussions are held?  What are the policy reccs that will come out of these meetings? What are the action steps?  What is the call to arms?  Those answers will ultimately determine where we are just talking or adding a little strut behind AFT’s words.

Finding Value in The Flat World and Education

This week’s Presidential budget is further raising attention on pressing education issues such as teacher quality, closing the achievement gap, and ensuring our communities have the systems in place to drive the levels of improvement we are so desperately thinking.  With all of the rhetoric, both this week and in recent years, we seem to be focusing on promising ideas without necessarily looking for the research, evidence, proof, and data that should be separating the good ideas from the great ideas.

While Eduflack seems to spend a great deal of my time talking and opining, every so often I do find the time to actually read and learn from others.  And even more infrequently, I actually find what I read to be of the sort of import that I want to make sure others are aware of it, positioning the latest book or article so it is influencing the current policy discussions.  Today is such a day.  The book is “The Flat World and Education: How America’s Commitment to Equity WIll Determine Our Future.”  And The Flat World and Education is brought to us by dear Eduflack friend Linda Darling-Hammond (who really needs no introduction).

In this latest volume from the Multicultural Education Series and Teachers College Press, Dr. Darling-Hammond offers up a clear and compelling primer for comprehensive school system improvement.  Rather than looking at incremental reforms or boutique solutions that address just a sliver of the students who are in such need of real, lasting efforts, the book provides a detailed blueprint of how to create high-quality and equitable school systems, with emphases on student achievement and teacher quality (those terms that far too many think are owned by the so-called “reformer” community.)

Some of the statistics Darling-Hammond presents are startling (yet all too familiar).  One one in 10 low-income kindergartners ever earn a college degree.  Our nation’s graduation rate (listed at an optimistic 70 percent) has dropped from first in the world to the bottom half of the rankings for comparable nations.  And we won’t even get into how U.S. students on the whole (let alone those from historically disadvantaged groups) stand up against their international counterparts on tests like TIMSS, PERLS, and PISA.

Darling-Hammond provides one of the strongest and most passionate discussions regarding the opportunity gap in the United States and the downright destructive impact it is having on both educational quality and long-term value of our public schools.  Fortunately, it is not all doom and gloom.  The book provides specific action steps we can take (at a federal, state, or even local level) to implement the sort of comprehensive systemic reforms that may be required to truly address the opportunity gap problem, including:
* Implementing stronger induction programs for teachers — We can’t ask new teachers to row our children to the promise land while only giving them half a broken oar.  New teachers entering the classroom need strong pedagological background and even stronger clinical training.  Believe it or not, we can learn a great deal from our global competitors about how to properly prepare a teacher candidate, ensuring they have the knowledge, skills, and direction necessary to succeed in even the most challenging of classrooms.
* Supporting quality teachers — Teacher quality is not just about financial incentives for those who are boosting student test scores.  New teachers (even the best of them) need mentors and a strong support network.  School districts and states need to use tools like National Board Certification to both identify quality instruction in their classrooms and share that best practice with other teachers in the building, the district, and the state.
* Designing effective schools — School structure does matter.  In the current reform agenda, we aren’t spending as much time talking about systems as we probably should.  When we look at the problems — resource inequities, getting good teachers in the classrooms that need them the most, and providing the necessary targeted interventions (particularly for ELL and special needs populations) — we need to create and support the school structures that are most effective in serving 21st century students.

By looking to establish strong professional practice in all schools and promoting equitable and sufficient resources across the board, Darling-Hammond IDs a clear route to ensure that all students — including low-income students, students of color, and English language learners — have the teachers, curriculum, and level of resources necessary to achieve … and to make sufficient gains to begin to close that daunting achievement gap.

Does The Flat World and Education provide all of the answers?  No, and it shouldn’t.  This book provides some important lines of inquiry and thinking that should be front and center as we discuss implementation of new funding streams like RttT and i3 and the upcoming reauthorization of the Elementary and Secondary Education Act.  As EdSec Arne Duncan and his team look to completely reinvent Title II (both under ESEA and the Higher Education Act), Darling-Hammond’s data and conclusions on teacher induction and ongoing teacher support need to be central to the discussion.  They may not be adopted whole cloth (and probably shouldn’t) but if they aren’t part of the debate, we are missing a central point to meaningful education improvement.  These aren’t just good ideas, but they have the data and the real-life case studies that can be pointed to to demonstrate true impact.

I recognize that many may be quick to discount Linda Darling-Hammond, fearing this is just the latest defense of the status quo.  But nothing could be further from the truth.  We forget that the role that Darling-Hammond has played in the charter school movement in California and her work in both building and supporting effective charter schools in Northern California.  We overlook her commitment to common core standards and her commitment to accountability, albeit a more comprehensive and broader approach to measurement.  And we are quick to discount that everything and everything she does seems to be in the name of the student, particularly those low-income and minority students who have been perpetually caught in the opportunity gap vortex.  For those who want to get caught in such urban legends, forget who the author is.  Just read the book.  It will still prove worthy.

Eduflack recognizes he is a bit of an advocate for dear ol’ LDH.  And after reading The Flat World and Education, I am reminded why.  Too often, we talk about education reform as if it is a lab experiment where we can substitute one ingredient for the next, and just move on the next test.  Darling-Hammond reminds us that teachers are at the core of our public schools, both good and bad, and need to be central to any school improvement effort.  More importantly, though, she makes clear that we are not operating in an experimental vacuum.  There are very real children who are effected by our decisions and those kids impacted the most are the ones that are neglected in the decisionmaking far too often. 

We may not realize it now, but ultimately the education reform parade is going to have to head down the street LDH is paving if we are going to have the sort of impact we are looking for.  Better to give this primer a close look now and see what can be implemented in the current environment than discounting it in its entirety and then needing to play catch up when ESEA rolls back around in another decade.  Happy reading!

ED Budget Winners and Losers

The President’s FY2011 budget is out, and we’ve now had a day to digest the toplines and find out if our pet programs are on the chopping block or slotted for additional support.  Not surprisingly, ED is reorganizing its budget around priorities similar to Race to the Top, leaving some clear winners and losers.  (The full breakdown of the budget reccs can be found here.)

As a former Capitol Hill rat and appropriations staffer, I find it important to note that yesterday’s document is a starting point, and not the final deal.  Programs that have been eliminated or consolidated are bound to be reinstated once their constituency speaks up.  Additional money is likely to be found to fund those reinstatements.  (And as a former Byrd scholar, Eduflack, for one, is hoping that funding for the Robert C. Byrd Scholarship is reinstated immediately).  But the new parameters and programmatic headers offered in the President’s budget is likely to hold, standing as our new organizational strands for future spending and ESEA reauthorization.

So who are the winners?  Who are the losers?  Let’s take a quick look, shall we.

Winners
* Arne Duncan — The EdSec has put his personal brand on both discretionary and non-discretionary spending, while imposing his own “brand” on the future of federal education dollars.  The current budget demonstrates that Duncan’s four pillars are not a one-time RttT deal, and instead are the buckets by which federal education policy will be governed for years to come.
Reforming School Districts — The new budget likely provides another $700 million to LEAs under an expanded RttT and another $500 million for i3 (more than doubling our current i3 investment).  For those districts that are focusing on teacher/principal quality and school turnaround and research-proven innovation, the coming years may be profitable ones (as long as there aren’t too many good districts who can walk the walk).
* Teach for America — At first glance, some would say that TFA being “consolidated” is a bad thing.  But take a closer look at the budget.  The meager federal funds going to TFA now are being consolidated with a host of other teacher development funds to create a significant fund that can support TFA expansion and alternative certification pathways.  Wendy Kopp’s plans for scalability may be coming into clearer focus.
* Low-Performing Schools — Following a decade of NCLB and AYP, many thought RttT was going to focus on the turnaround of our lowest-performing schools.  Then the RttT scorecard came out, and it seemed turnarounds were being minimized.  But yesterday, he new budget proposed a 65 percent increase for turning around our 5,000 lowest-performing schools.  And this is in addition to support LEAs can get through Race to the Top.  It is a good time to be a school district with nowhere to go but up.
* STEM — No surprise here, based on the amount of attention the White House has been paying to STEM.  But by consolidating math and science moneys, we are now increasing our STEM commitment by 66 percent while focusing on high-need schools.  Interestingly, it seems we are shifting from a notion of all students needing to be STEM literate to using STEM to train the next generation of scientists and engineers.
U.S. Sen. Patty Murray — Senator Murray’s inclusion here may surprise some.  But the President just strengthened her hand for her LEARN reading act.  the budget eliminates a lot of reading programs, including Even Start, National Writing Project, and Striving Readers, moving the money into a general literacy fund to support both PD and instructional materials.  But the proposed K-12 commitment to reading is only $450 million, well below the more than $1 billion a year that was recently spent under Reading First to move K-4 reading instruction.  Throwing another $500 million toward Murray’s bill and the support of middle and secondary school literacy (and the PD and support that goes with it) seems like more of a no-brainer now, either as a stand-alone piece of legislation or rolled into ESEA. 

Losers (at least for the time being)
* Education Technology — The proposed budget essentially eliminated all of the targeted ed tech dollars coming from the federal government, with the promise that technology would be integrated into core ESEA activities.  But here in DC, dollars are king.  In an era focused on school improvement and innovation, how can we zero out ed tech funding?  In a 21st century education, how can we eliminate funding for teacher development and support in the technology arena?  While the notion of integration may look good on paper, ED is going to face a real fight from the education community on the future of ed tech investment.  This is the one decision that really makes the least sense, in light of all of the rhetoric.
* Teachers Colleges — Perhaps the most interesting piece of the budget (at least to Eduflack) is the fact that Teacher Quality Partnership grants have been zeroed out, less than six months after ED awarded huge sums to colleges and universities across the nation under the TQP initiative.  By focusing teacher quality and development dollars on alternative certification pathways and programs focused on student outcomes, ED has all but said that our colleges and universities are playing little, if any, role in developing the next generation of high-quality teachers.  This is a big shift from Duncan’s remarks up at TC this fall and draws a real line in the sand between higher education and K-12.
* Teacher Incentive Fund — Back in the good ol’ Margaret Spellings days, a little program called TIF was created to spend hundreds of millions of dollars to incentivize effective teaching.  While few have seen the end result of TIF, the program was viewed as a core component of Duncan’s teacher quality efforts.  But now TIF has been zeroed out, with the dollars going to establish a new “Teacher and Leader Innovation Fund.”  While ED claims the new fund will be built on TIF’s strengths, it is clear the Administration is clearly the deck of most programs and initiatives associated with the previous regime.
* AYP — Though not explicitly spelled out in the budget priorities, AYP is now going the way of the do-do bird.  Adequate Yearly Progress, as measured by middle school proficiency in math and reading, is now going to be replaced by the college/career-ready common core standards developed by CCSSO and NGA.  State assessments tied to the middle grades reading and math standards will now be replaced.  NAEP now looks stronger, some of the accountability measures from the 1990s are losing a step, and we are clearly entering a new world order when it comes to student achievement, with the term AYP quickly expunged from our vocabulary.
* Beloved Pet Programs — As part of the consolidation efforts, funding for a number of beloved programs is being eliminated to make more money available for the streamlined priorities.  Federal commitment to the National Writing Project, Close Up, and Reading is Fundamental have been placed on the chopping block.  Javits G&T is soon gone, as is AP funding (unless College Board and Tom Luce can find a way to save it).  And it makes no sense to pick on the Byrd Scholarships again, particularly when we know the former chairman of the Senate Appropriations Committee will find a way to restore funding. 
While many of these programs will ultimately get some dollars back, it is a sign of changing times.  And this may very well be the true end of the “Exchanges with Historic Whaling and Trading Partners” effort, an ED program that collected $5 million in federal funding last year. 

And other surprises?  LEAs seem to be favored over the states.  Competitive funding is quickly replacing the block grants the sector has grown to depend on.  The Promise Neighborhoods initiative may finally focus on the role of family and community in education improvement.  The $1 billion bonus to pass ESEA remains in play.  And the significant funds found in both ESEA and HEA Title II appears to be in the cross hairs of the reform agenda.

Regardless of one’s personal preferences, the coming months are shaping up to be a “fun” debate on education funding  I just hope Chairman Harkin, Chairman Obey, and the rest of the approps gang are up for the challenge.

Some Ed Thoughts on the SOTU

Tonight is the State of the Union address.  Across the nation, folks are looking at this speech to either make or break President Obama’s Administration (no pressure there).  And while Eduflack continues to hear those in the education community expect that education reform will be front and center in tonight’s speech, I have my doubts.  With an hour-long time slot likely to be interrupted by applause (and hopefully no more “you lies”), there is a lot to talk about.  We have wars and national security.  Jobs and the economy.  Healthcare and Haiti.  At best, I suspect education will get a few paragraphs about two-thirds of the way through the address.

So what do we do with those few paragraphs?  We’ve already heard that Obama intends to freeze all discretionary non-security funding for the next three years.  And while many say there is wiggle room to exempt some of our new education funding streams, we need to be practical.  Any mention of education, no matter how small and large, is not likely to be about dollars.  It is going to be about vision, hope, and promise.  If past Administrations are any indication, staff is scurrying today to make final edits to the draft, ensuring that it reflects the latest news and the most promising ideas.
Eduflack can’t let such a time pass without offering a few of his own thoughts on the “education section” for tonight.  If I had my speechwriting shingle hanging in the West Wing these days, hears what deal ol’ Eduflack would be looking to get on the teleprompter for this evening:
“My fellow Americans, I know these are uncertain times wrought with worry and concern.  The value of our homes continues to slide.  For those fortunate enough to hold a job, wages are stagnant and benefits have likely been reduced.  For families who have weathered the economic rollercoaster of the past few years, many still wait for that steady climb back up, hoping beyond hope that the pains we, as a community, are struggling with now will not be felt by our children in years to come.
In times like this, it is often easy to overlook the most important asset Americans possess.  It is not real estate or 401Ks or any such material goods.  No, the greatest asset the United States offers is a strong public education.  It is a promise we make to all people, whether they be descendants of those who came over on the Mayflower or those just arriving on a boat from Haiti in the past weeks.  A strong education is with us for ever.  It continues to appreciate and gain value.  It is portable, and comes with us from job to job and residence to residence.  And it, more than anything else, is key to the opportunity and hope we promise each new generation.  Those with a strong educational foundation are on the path to success.  There is no question about it.
During the past year, my Administration has taken great steps to ensure that more students receive access to a truly strong public education.  States across the nation have improved their laws and enacted new policies to ensure more students gain access to an effective and equitable education.  Through Race to the Top, our nation is now focused on issues such as teacher quality and turning around low-performing schools.  The bold steps taken by state legislatures around the nation to address our educational priorities are to be applauded.  Ultimately, the success of Race to the Top is not be measured by the handful of states that win federal grants, but rather by the millions of American students who will now have better schools and more opportunities because of the commitments made by states and school districts over the past nine months.
With such a focus on Race to the Top and its grant program, let me make one thing abundantly clear.  Money alone does not improve our school systems.  More dollars do not guarantee that a student is taught by an effective teacher or does not have to attend a drop-out factory.  Even today, we see communities with some of the highest per-pupil expenditures with the lowest test scores, and towns with low expenditures turning out some of the most promising results.  Increased spending does not directly result in improved quality.  If we are truly committed to improving all of our public schools and giving all students, particularly those from historically disadvantaged groups, the chance to live the American dream, we must change our approach to and our expectations of public education.  I am not here today to announce new funding programs for education, no.  Instead, I am here to secure a national commitment to the issues that have a direct impact on whether our school systems can truly improve over the long term.  We need to invest our intellectual capital in school improvement, and not just our financial capital.
First, in the economically uncertain times, we must ensure that all students see the need for and the relevance of a strong education.  We must strengthen the linkages between school today and jobs tomorrow.  We must demonstrate how the classes taken today lead to the jobs of tomorrow.  And we must make clear that dropping out is never an option, no matter the situation.  In New York City, for instance, Chancellor Joel Klein has made real progress in improving the city’s high school graduation rates, and has done so while closing the graduation gaps between white and African-American and white and Hispanic students.  Those are the sorts of efforts all of our cities should be modeling.  Last year, we committed to having the highest percentage of college graduates in the world by the year 2020.  We cannot get there if one-third of our students continue to drop out of high school and never have that option of college.  We must make clear that a high school diploma is the first step to true citizenship.  And it falls to every parent, every local business, every community leader, and every house of worship to make sure our kids value their education and gain that necessary diploma.  
Second, we must redouble our efforts to provide both a high-quality and an equitable education to all students.  For decades now, we have talked about the achievement gap while pumping more money into failing school systems.  In that time, we have done little to close the chasm between the haves and have nots.  Access to AP classes or veteran teachers should not be determined by one’s zip code or the color of one’s skin.  We need to take immediate steps to get our best teachers in the classrooms that need them the most.  We need to ensure that Title I and other funds from state and local governments are going to ensure that historically disadvantaged students have up-to-date textbooks and the latest instructional materials.  And we need to invest in early childhood education, particularly in our urban centers, so all students are equipped with the foundational skills to maximize their public educations.
     
Third, we must be committed to both high-quality teachers and high-quality teaching.  There are few jobs as challenging as teaching, and there are few that have the impact of educating young people.  Neither our schools nor our children can succeed without a well trained, well supported, and effective teacher standing in front of their classroom.  We need to make sure that every teacher goes through a rigorous training program that includes both clinical training and the demonstration of content knowledge.  We need to make sure that every one of our teachers gets the ongoing support, training, and mentoring to succeed in their classrooms.  We need to reward effective teaching, while having our exemplary teachers assist and support those who are struggl
ing.  We need to give our educators all of the tools for success, knowing that not everyone is cut out to be a teacher.  But if we expect our teachers to be held accountable for student achievement in their classrooms, we need to equip them with the skills and knowledge to manage their classes and deal with the challenges that cannot be planned for in a workshop, an institute, or a textbook.  We need to empower and cultivate our teachers, much like the TAP program in my hometown of Chicago does.
And finally we have the issue of accountability.  Let there be no mistake, my Administration is committed to educational accountability.  Working with Secretary Arne Duncan, I have made clear that we expect all students to learn.  We expect that learning to be measured.  I know that many of you have had concerns with accountability measures in the past.  Those worries were well-founded, but they do not justify scrapping our commitment to assessment and measurement.  Ultimately, our problems are with unequal measures of accountability.  Today, I am happy to report that our states are hard at work identifying common core standards for all grades.  Soon, proficiency in eighth grade math will mean the same thing in Massachusetts, Alabama, Wisconsin, and California.  We can, will, and must hold our teachers, schools, states, and even the federal government accountable for the quality and effectiveness of public education.  The task before us now is to improve on our current accountability measures, so they more accurately measure the effectiveness of our systems.  We need to do a better job of testing students, a better job of measuring what they are learning, and a better job of applying those results to improve classroom practice.  But we need accountability.  On this issue I will not bend.”

Turning This Race Into a Relay

A year ago, many words and many more column inches were committed to ensure that any and all realized that education funding coming through the American Recovery and Reinvestment Act (ARRA) was a one-time deal.  States were originally discouraged from using State Fiscal Stabilization Fund dollars to pay teachers’ salaries, out of fear that that account will disappear as quickly as it appeared, thus leaving states looking for new funding to pay for essential educational services in two short years.

We may forget it now, but new competitive grant programs — Race to the Top and i3 chief among them — were part of the original ARRA funding.  We allocated $650 million to fund efforts to invest through innovation in our local school districts.  And we originally set aside $4.35 billion (now down to $4 billion, as $350 million has been pulled out specifically for data systems) to provide a select group of states big dollars to fund big changes in standards, teacher quality, school turnaround, and charters.

Today, the terms and conditions associated with RttT appeared to change.  This morning, President Obama announced his intention to seek an additional $1.35 billion in funding for the next generation of Race to the Top.  The preview story can be found in The Washington Post here, and Michele McNeil has the after-announcement reporting over at EdWeek here.   

Both pre- and post-coverage leaves us with some sketchy details.  Apparently, the intent is to provide additional Race funding for states, while also making dollars available to some school districts.  The LEA component makes sense, particularly if states like California and New York are unable to put forward a truly competitive RttT application.  This way, districts like Long Beach Unified and NYC can be rewarded for both their past efforts and future plans (fulfilling the RttT mission), while providing a path for future school districts to follow.

The state dollars become more interesting.  Is the intent to expand programs in worthy states, answering the call from states like Colorado who believe their alloted range of available dollars is too small to manage their ambitious plans?  Or is the intent to add another three or four states to the Race, expanding the total number of states and giving some the chance to revise their laws and their applications after the first two batches are released?  Eduflack has to believe the intent is the latter.  In fact, I wouldn’t at all be surprised if the terms of a Phase 3 Race grant reduced the need to demonstrate “past achievement” and instead provided smaller total grants to those states who have made real changes to be Race compliant and forward thinking.

We’ve heard a lot about Race being the single-largest discretionary program in the history of the U.S. Department of Education.  Now, the President will request this additional $1.35 billion in his February budget.  And with that request, we should expect to soon see an annual budget line item for Race, with dollars either adding states or expanding programs along the way.  Next year, Race will likely be added to ESEA reauthorization (as Reading First was to NCLB , making the policy (and the dollars) part of the federal code for the next five to eight years.  And then we’ve gone from a one-time booster shot for innovation toward an annual vaccination against the status quo and the fear of change.

Don’t believe Eduflack?  Just take a look at the words of House Education Chairman George Miller, who told EdWeek, “By continuing Race to the Top, the federal government shows it can be a partner in reform and work to uphold the integrity of the program so that these resources are used as intended and help leverage change.”  This isn’t an in-and-out engagement as originally believed.  We are launching educational nation-building.

And while we anticipate the details and the specifics of this extension (along with waiting with baited breath to see the 30 or so RttT apps that will arrive at Maryland Avenue today, and the 10-12 states that will win this first Race by September), one thing remains certain.  As the lifespan of RttT is extended, there will be a far greater emphasis on demonstrating success and tracking return on investment.  The mission will not be accomplished just because the money was distributed and we all feel better about ourselves as a result.  SEAs and LEAs will need to demonstrate, by preponderance of the evidence, that RttT boosted learning, increased student achievement, closed the achievement gap, and improved the quality and effectiveness of teaching, particularly in historically disadvantaged communities.

By many calculations, Reading First (the previously largest discretionary program in ED history) failed at truly documenting the cause/effect of RF dollars and student test scores.  We now need to learn from what worked and didn’t with regard to RF assessment and accountability and build a better mousetrap for Race.  Four years from now, we don’t want to be left having spent $6 billion on RttT reforms, but no irrefutable way to measure the true effectiveness of the program. Ultimately, when it comes to RttT assessment, it must be trust … but verify.
 

The Weingarten Doctrine

For those who remember the early days, Eduflack was founded nearly three years ago to comment on how successfully (or unsuccessfully) we were communicating education and education reform ideas.  At the time, NCLB was a hot topic in many circles, Ed in 08 was committed to raise the profile of education issues in national campaigns, and changes in organizational leadership and new constructs of advocacy groups threatened to move education back onto the front pages.

But as a recent Brookings study has demonstrated, education stories simply aren’t capturing the hearts and minds of the media, let alone the residents of Main Street USA.  So Eduflack evolved with the times.  Rather than critique the scraps of media, I spend most of my time talking about the issues that merit discussion.  But we long for the good old days and our original mission.
This is particularly true of speeches.  As a former speechwriter (for members of Congress, members of presidential Administrations, and executives at Fortune 500 companies and leading non-profits), I greatly appreciate the written word.  I particularly appreciate capturing a speaker’s voice, gaining an audience’s attention, and delivering a real ask that results in a change of thinking or a change in behavior.  Unfortunately, such speeches are few and far between in education.  Yes, we occasionally get the Gingrich/Sharpton engagements brought by our friends over at the Education Equality Project, but those are the exceptions, not the rule.  EdSec Arne Duncan delivers a good speech, but pretty much sticks to the stump speech these days (with the true exception being the speech at the NEA last June).  President Obama can deliver a powerful ed reform speech, as he did at the National Academies of Science last spring on the topic of STEM, but those are rarities.  And if we spend time at many of the forums and discussions in DC and around the country, those “discussions” could be scripted and blocked out weeks ahead of time, with transcripts (including questions and answers) released before they are delivered.  For the most part, education rhetoric has grown stale, with us saying the same things to the same audiences with limited impact.  After all, what truly unique discussion can we have on topics like ARRA spending guidelines or RttT guidance.
But last week was one of those true exceptions.  Last Tuesday, before a packed house at the National Press Club, American Federation of Teachers President Randi Weingarten unveiled “a serious and comprehensive reform plan to ensure great teaching, taking on systems that have been ingrained in public education for more than a century.”  The full speech can be viewed here.
Over the last week, the field has seen some terrific analysis and critique of Weingarten’s remarks.  Eduflack is not going to add to the chorus.  Instead, we want to take a look at the “Weingarten Doctrine” as a communications vehicle, effective or not.
MESSENGER: From her days leading the UFT, Weingarten has cultivated a reputation as a reformer, one not set on defending the status quo.  While she may not be the most eloquent of public speakers, she is passionate about her issues and a true believer.  Since arriving in DC a year ago to take over the national union, she has laid relatively low.  She hasn’t made headlines and she hasn’t truly rocked the boat.  That changed on Tuesday.  Channeling both the late AFTer Al Shanker and the Randi of her early UFT days, Weingarten was a truly effective messenger on a topic (teacher quality and effectiveness) that has been longing for a strong voice from one of the two teachers’ unions.
MESSAGE: When we wait long enough for a strong voice on an important issue, our expectations get higher and higher.  Even with those sky-high expectations, Weingarten was able to deliver.  She didn’t seek an expected middle ground on the issue.  She didn’t try to defend the way things have always been.  She didn’t run interference for the status quo.  At a time when many think that teachers’ unions are the biggest obstacle to meaningful school improvement, Weingarten made clear that AFT is prepared to lead on the issue.
AUDIENCE: The AFT speech was delivered to a collection of the education blob, as membership organizations, advocacy groups, and those who influence (or pretend they influence) education decisionmakers.  By delivering this speech to this audience, Weingarten sought to reposition the AFT in the current ed improvement debate.  Most in attendance remember the days when the AFT fought the status quo.  This speech informed those stakeholders that the AFT of old is re-entering the game.
VENUE: To reach those stakeholders, AFT hosted the speech at the National Press Club.  This was probably the least visionary of AFT’s decisions.  This speech was to gain media attention, regardless of where it was held.  And while the NPC is a convenient venue for the DC chattering class, it provides a generic setting for a groundbreaking speech.  With school reform, we often forget the true customer — the student.  The backdrop of this speech would have been far more effective at a public school in the DC area.  And extra points could have been awarded for going out on a limb and talking about the new AFT at a charter school (a market that AFT covets for future membership).  Yes, you run the risk of using kids as props, but it is a powerful visual nonetheless.
POSITIONING: AFT was able to position the speech well with the media and key stakeholders alike.  The day before, AFT provided embargoed copies of the speech to select reporters, providing strong media coverage the morning of the speech.  Those pieces drove additional coverage that day, particularly within the ed blogger community.  So in a media environment that can be difficult to wrangle, AFT did a strong job of maximizing a speech, and a vision speech at that (since there was no news or results to really talk about).  Moreover, the AFT strategy seemed to box NEA out of the story, with the nation’s largest teachers’ union offering a “no comment” in the advance stories, assuring limited focus in the day-of coverage.
POLICY IMPACT: Without question, Weingarten’s speech made clear to the Obama Administration (and Duncan specifically) that Weingarten is ready, willing, and able to be part of the solution.  She all but endorsed the EdSec’s four pillars of ed reform, expanding his tent and grading the road ahead just a little bit.  It should be no surprise that the speech was delivered as the AFT (and the NEA) officially communicated to their states and localities that the unions were supporting Race to the Top in general, allowing the local unions to sign onto RttT application MOUs and have an impact on state ed improvement efforts in the coming years.
PRACTICAL IMPACT: Here we begin to see the unexpected consequences of rhetoric.  Immediately following the speech, the new superintendent of Houston ISD in Texas sought to use Weingarten’s words to alter the dynamic of his negotiations with the local union on measuring teacher effectiveness.  And Eduflack would be shocked if Michelle Rhee isn’t plotting the same thing in DC, using the speech to end her long stalemate with the Washington Teachers Union and seeking to do away with teacher tenure in our nation’s capital by moving Weingarten’s words into quick practice.  Those carefully crafted words could come b
ack to haunt some in the teachers’ unions.
THE LONG TERM: Ultimately, speeches are rhetorical devices. They are not hard-and-fast policy, nor are they promises we are often held to.  Weingarten’s remarks, in particular, lay out a vision for where we as a nation can go with regard to teacher quality and school effectiveness.  Addressing issues such as professional teaching standards, standards for assessing teacher practice, implementation benchmarks, and classroom supports, Weingarten has offered a blueprint for how teachers and teaching fit in the current school improvement environment.  But moving those words into the “Weingarten Doctrine” requires buy-in from federal, state, and local policymakers, from school leaders and practitioners, from business and community leaders, and from parents and teachers.  This is no small feat.  Delivering the speech is easy.  Moving the rhetoric to practice is hard.  Weingarten has planted the flag, now she needs to protect it and have others rally around it.  
UNANSWERED QUESTIONS: And that leaves us with the “what nexts?”  How with NEA respond?  Will ED and the policy community see this as a starting point for negotiation or simply meet AFT as is and adopt these reccs as their own policies?  How will the rank-and-file teachers react to this shift in policy?  How will school districts beyond Houston seek to use this to negotiate new collective bargaining agreements and contracts?  Does this end the debate on linking student achievement to teacher evaluation, or does it simply turn up the volume?  Is this the prelude or the climax to the teacher quality discussion?  
Regardless, Weingarten (and her speechwriters) deserve kudos for a well-executed “event.”  The remarks moved AFT to the front of the discussion.  It positioned the union as part of the solution, as an organization committed to school improvement.  And it captured the attention of the chattering class, if even for only a news cycle or two.  Will it change the future of ed reform, no.  But it gives us some hope regarding the rhetoric, news, and ideas that may be possible in the near future.

How Valuable Are the Race Fire Drills?

In recent months, we have seen state departments of education and state legislatures scurry to make themselves eligible and better positioned to win a federal Race to the Top grant.  From knocking down the firewalls between student performance data and teachers to smoothing the path for charter school expansion to adopting common core standards to just demonstrating a hospitable environment for education reform and change, states have been doing anything and everything to gain a better position for the Race. 

Earlier this week, Michigan announced sweeping reforms to put them in line with the federal requirements.  California is currently debating similar positions (with what seems like growing concerns).  And we seem genuine changes in reform culture in states like Indiana, Rhode Island, Wisconsin, and many others along the way.  (Every state, that is, except for the Republic of Texas, which as of yesterday still hasn’t committed to even pursuing RttT, despite the $250K it received from the Gates Foundation to prepare its application.)

But one has to ask, is it another tale of too little, too late?  In November, the U.S. Department of Education released a comprehensive scorecard of how RttT applications would be scored, breaking down allotments so specifically that it included everything but throwing out the low score from the Ukrainian judges.  Every state is working off the same 500-point scale, building a workplan that aligns as closely with Arne Duncan’s four pillars as humanly (or bureaucratically) possible.  We’re working toward extra points for STEM and for charter schools and for demonstrating a general culture of reform.  And we’re growing more and more mindful of how those points break down, recognizing, for instance, that STEM and charters are worth virtually the same score as turning around low-performing schools.

Often overlooked in the discussion, though, is the fact that 52 percent of a state’s RttT application is supposed to be based on past accomplishment and achievement.  So for all of those states who just recently removed the caps and changed the charter laws, will they only earn half-credit for their plans for the future, or do we recognize them for the intent of their efforts?  What about those states, like California, New York, and Wisconsin, that are just now taking down those data firewalls?  Are they out of luck when it comes to evaluating their past performance?  And will ED reviewers really dock Texas 80 points (nearly 15 percent of the total score) for not signing onto common standards, when Texas’ state standards may already be closely aligned with where the NGA/CCSSO effort is ultimately headed?  Is the 52/48 split a hard-and-fast rule, or is it meant as a guiding suggestion to states to shape how they write they apps, with ED officials hoping to see equal focus on what states have done in these areas and what they are planning to do in the future?

If we believe the former, we are looking at a very, very select group of states that are qualified to win RttT in the end.  How many states come to the table with real, tangible, and longitudinal successes on all four of the pillars of Race?  How many can really talk about their strong work in effective data systems?  How many have really invested in meaningful teacher quality efforts, including state-led teacher incentive pay programs?  How many are doing what their legislatures and SEAs have now committed them to do in the future (and more importantly, how many can prove it)?

If the projections are true, 80 percent of states will be submitting their Phase One applications later this month.  If we are lucky, we’ll have more than four states actually win in Phase One.  (that, my friends, is where Eduflack is setting the Phase One over/under)  What will happen to those states that either are not called for oral defenses in March or fail to wow their dissertation panels?  Do those states go back to the drawing board, and try to turn around a winning app in 30-60 days, or do they lick their wounds, move on, and say they never really wanted the grants in the first place?

Only time will tell.  Regardless, Race has been effective for the enormous influence it has had on changing state laws and policies without doling out a single dollar to support the changes.  We have already changed the culture of public education in the last 12 years, at least in terms of regulation and legislation.  If a state fails to win the Race, they are unlikely to go back and reinstitute the firewalls, re-restrict charters, or pull out of the common core standards movement.  Maybe that was the intent all along …

Where’s the 2009 Love?

Yes, I recognize that we have started a new year.  But Eduflack is also mindful of the words of Winston Churchill that “those who fail to learn from history, are doomed to repeat it.”  So I can’t start the new year without looking over those lovely Year in Review editions put out by Time and Newsweek last week.

Those of us who have been hip deep in the education improvement movement often operate with blinders on, believing that the topics and issues that we are focused on are what the entire world are most concerned with.  About a month ago, Brookings came out with a study calculating that only 1.4 percent of the national news coverage in 2009 was education-related.  (Personally, as painful as the statistic was, I’d hate to see that number if we excluded coverage of Teach for America and the Bill & Melinda Gates Foundation).  Despite all of our focus on teacher quality, test scores, Race to the Top, i3, and everything in between, we are only hearing about education 1 percent of the time.  It is no wonder that education is slipping on the list of important issues for likely voters.
And how do Time and Newsweek contribute to this discussion?  In their yearly wrap-ups, there is no mention of education.  No mention of the education implications of the stimulus bill.  No discussion of arguably the most popular member of the Obama cabinet, EdSec Arne Duncan.  No hat tips to TFA or charter schools.  No focus on supes like NY’s Joel Klein or DC’s Michelle Rhee.  No highlight of the growing attention to education coming from big city mayors from New York to Sacramento.  No headline for the $4 billion race.  Not even an acknowledgment to education in the tributes to U.S. Sen. Ted Kennedy.
In fact, the closest thing to education making the headlines for the year was inclusion of Amazon.com’s Jeff Bezos and his efforts to revolutionize how we read.  But few are expecting to see the Kindle take over for textbooks in a K-12 classroom any time in our lifetime.
So we start a new year again asking where to find the love.  Are we fighting a losing battle, expecting to see education stories capturing the hearts and minds of the national media (beyond the cadre of dedicated national education media who are tilting at windmills)?  Or are we looking in the wrong places?
We shouldn’t be looking to Katie Couric or the New York Times for the latest and greatest.  We should be looking at local newspapers and talk radio and websites and blogs.  We should recognize that, for the most part, education remains a local issue, and as such, is one best discussed in cities and towns (and maybe states).  
If we’re looking for the next great solution, the magic bullets that are going to solve all that ails our public schools, those stories aren’t likely to appear on the national nightly news or in the glossy newsweeklies.  Instead, they’ll appear where the majority of parents and local policymakers are focusing their attention.  The legendary Speaker of the House Tip O’Neill is best known for saying all politics is local.  The same is true for education reform.  Most improvements are local.  And they are first found on local talk radio and the pages of those newspapers with circulations in the five figures.  

Under the Eduflack Tree 2010

It is that time of the year again.  Most of the year, Eduflack can be critical, cynical, and downright combustible about what is happening in the education community.  We spend a great deal of time talking, but little time delivering.  We get caught up on the 20 percent or so of improvements we don’t agree on, thus neglecting the 80 percent that could make real change now.  And we regularly fall into a cult of personality, rather than focusing on the substance of both character and ideas.

But Christmas is a special time of year, that time when we all get a blank slate and we all look forward to a new year with a renewed sense of purpose and commitment.  As for Eduflack, I don’t believe in naughty lists (personally, I’m worried about what all of my general agitation would mean for such databases).  And with two little kiddos at home who are the absolute loves of my life and motivations for getting up each morning, I’m all for being generous and giving gifts for both a great 2009 and the hopes of an even better 2010.  So without further ado, let’s check out what’s under the ol’ Eduflack tree this holiday season.
To NYC Schools Chancellor Joel Klein, a return to the spotlight.  In 2008, Chancellor Klein was the king of the ed reform kingdom.  Scores were up in NYC.  The city was coming off the Broad Prize, and Klein was on the short list for U.S. Secretary of Education.  But a funny thing happened in 2009.  The good chancellor seemed to take a public back seat, dealing with collective bargaining agreements, a city council that was trying to take away mayoral control, and other such operational issues.  He even seemed to take a back seat with the Education Equality Project, letting Al Sharpton and Newt Gingrich play center stage for much of 2009.  But 2010 is Klein’s year again.  With states and districts desperate to demonstrate sustained student gains on assessments and a closing of the achievement gap, there is no better model than the revolution that has happened in NYC over the last decade.  And the NYC experience is one that can serve as a research-based model for many urbans looking to secure i3 grants in the coming year.  Klein has always been a force, but with all of the elements coming together, 2010 can very well be the year of Klein.
To Detroit’s de facto public schools chief Robert Bobb, a wide berth.  By now, most of us have written off Detroit Public Schools, believing there is no hope for America’s most struggling urban district, whether it declares bankruptcy or not.  But for those not paying attention, Bobb is really trying to do God’s work up in the Motor City.  With a new mayor and a renewed sense of purpose, Bobb and his team and rebuilding the DPS infrastructure while taking on instructional reforms designed to improving student learning and close the dreaded achievement gap.  Bobb has thrown a lot against the wall in the past year.  Here’s hoping the city (and the nation) the time to see what sticks and build on what works.  Improvement is possible in Detroit, with the right time and support.
To EdSec Arne Duncan, a continued bounce in his step.  Without question, the past 12 months have been the year of Arne.  He started off strong, and quickly built a cult of personality around the nation.  (Some may even call it idol worship.)  He’s won friends where previous secretaries could only find enemies.  He’s talked, passionately, about issues that were taboo to previous federal education bosses.  And he has emerged as one of the leading voices for the administration, even on issues like economic stimulus and other issues not previously in the EdSec’s purview.  For the coming year, Duncan needs to keep pushing through, talking the tough talk, while walking the tough walk.  Many expect to see real results when it comes to Race to the Top and i3, so he has to be ready to talk about where we are (with details) and where we are going.  More importantly, though, he needs to keep that bounce and forward motion even after we discover that ESEA reauthorization is a gift most likely received in 2011.  Just keep driving to the basket, Mr. Secretary.
To House Education Chairman George Miller (CA), incremental success.  For a good portion of 2009, we assumed that Chairman Miller would successfully lead ESEA reauthorization in the first half of 2010.  Now, we know such thoughts are only for the most optimistic of optimists.  Eduflack realizes that healthcare reform has taken a lot out of your committee, but now is the time for you to move forward and make crystal clear to all involved that you are the educational top dog on Capitol Hill. Through the House Education and Labor Committee, let’s get your Graduation for All Act of 2010 passed into law as quickly as possible.  And while we’re at it, let’s make sure that Congress (both your House and the Senate) make Senator Patty Murray’s LEARN Act (focusing on reading) the law of the land before school’s out for summer.  Instead of looking for that four-bagger to win the game with one swing right now, let’s play a little small ball and move some very real education improvements now, improvements that can help many, many kids right now.
To Senator Mike Enzi (WY), ranking member of the Senate HELP Committee, an itch to fight for the home team.  In 2009, we spent a lot of time focusing on education reform issues that seemed custom tailored for urban areas.  RttT has turned into a focus on turning around low performing urban districts.  Despite the extra points for rural districts, most also see i3 as a reward for the Council of Great City Schools sect.  And even the most recent NAEP TUDA puts our gaze on what’s happening in the cities.  It falls to Senator Enzi (and to a lesser degree Rep. John Kline of Minnesota) to make sure that the voice of rural districts and the needs or rural students are heard in these school improvement discussions.  There are too many students attending small districts and rural schools for us to neglect them.  If we are going to improve achievement for all American students, we need to give rural schools the same attention we give urbans.  And we can’t forget that closing the achievement gap is about closing the gaps between white and black and closing the gaps between rich and poor.

We also have those policy gifts that all get to enjoy for the coming year, those issues that can truly lift all boats.  We have STEM education, one of the few topics that can help all states and localities maximize the opportunities under Race to the Top and effectively link education reform to economic recovery.  Chicago’s Teacher Advancement Program (TAP), which may likely be the posterchild for effective i3 spending and the model for how we can really get an effective teacher quality and incentive program.  For scientifically based education, which is back with a vengeance as ED talks over and over again about evidence and innovation.  Effective teacher professional development, with more and more people realizing that improved student achievement and test scores requires a better equipped, better supported teacher force.  The rediscovery of data, both the continued exploration of good data versus bad and, more importantly, how we can effectively use data to improve our schools.  And
, of course, common core standards, which is hoping to work through a rough past few months to deliver every U.S. school child, regardless of zip code, one common yardstick to determine if we are prepared for the challenges and opportunities of the future … or not.
