Reading Gaining Speed as Fed Priority?

With all of the talk about RttT, school turnarounds, and the like, we haven’t spent much time at all talking about core instructional issues.  As many schools continue to struggle reaching AYP and demonstrating the sort of student achievement we all expect (and that the federal law still demands), we just haven’t been focusing on the curricular foundations that help us get to our intended destination.  This is particularly true of reading instruction, which has been a red-headed stepchild in federal education policy for the past few years (ever since Congress defunded the Reading First program short of its intended completion date).

For the past year, those in DC who pay attention to reading instruction issues have been hearing grumblings about the next generations of Reading First, a new federal policy that would provide comprehensive reading instruction across grades kindergarten through 12.  We’ve seen working drafts circulated about town talking about a more “comprehensive” approach to reading, a greater emphasis on teaching techniques (and less so on instructional materials), and the possibility of a new definition of “scientifically based,” the one term that came to define RF, for good or bad.
But all has been quiet on the reading front for the past six months or so.  The closest we’ve gotten to talk about reading has been discussions of common core standards.  But after six years of making reading instruction in the elementary grades priority number one in school improvement, we’ve all but forgotten about reading.  (OK, most have forgotten.  Some of us have continued to tilt at windmills in search RF, the next generation.)
Now we finally have our answer.  Yesterday, U.S. Sen. Patty Murray (WA) introduced the Literacy Education for All, Results for the Nation Act, or LEARN.  The bill summary looks remarkably similar to the working drafts being circulated around town earlier this year by folks like the Alliance for Excellent Education, the International Reading Association and others.  Among LEARN’s highlights:
* $2.35 billion in total funding for K-12 literacy instruction, with at least 10 percent going to early childhood education, 40 percent going to K-5 (RF’s sweet spot), and at least 40 percent going to grades 6-12.
* A new rigorous national evaluation of the programs being funded through LEARN (with a particular note of “stringent conflict of interest restrictions for the program’s peer review process,” a direct response to IG investigation into RF)
* A focus on state-based literacy programs (again similar to RF), focusing on leadership teams, a state literacy plan, subgrants to LEAs, focus on struggling schools, and attention to pre-service literacy instruction.  Interestingly, LEARN also includes language to help fund those districts doing well in reading, so they can continue improvements.
The bill summary offered by Senator Murray’s office also sets forward four key goals.  LEARN is intended to “support the creation of local high-quality literacy programs in schools by:

a) providing high-quality professional development for instructional staff that is job-embedded, ongoing, and research-based, providing teachers with expertise in literacy instruction appropriate to specific grade levels, analyzing data to improve student learning, and effective implementation of literacy instruction strategies; 
b) providing students with explicit, systematic, and developmentally appropriate instruction in reading and writing, including but not limited to vocabulary development, phonemic awareness, 
reading comprehension, and the use of diverse texts; 
c) utilizing diagnostic, formative, and summative assessments to inform and improve instruction and student learning at all age levels; and 
d) supporting schoolwide literacy programs and additional literacy supports to address the specific learning needs of struggling readers and writers, including English language learners and students with disabilities.” 


A similar bill is expected to be offered in the U.S. House of Representatives.  RIght now, LEARN is slated to move forward as an independent piece of legislation, not attached as part of ESEA reauthorization or any other similar bill.  Of course, if ESEA reauth does move quickly early next year (a hope Eduflack is quickly losing confidence in) it could easily be rolled into the larger bill.
So what are we to make of all this?  There is much good here, and much still to be determined, including:
* LEARN re-declares a federal commitment to reading instruction, putting billions more into supporting the advances made by many states and school districts under RF;
* It extends our commitment to reading beyond the previous grades K-4 to K-12, ensuring that all of those children who benefited from RF investments in recent years are now seeing similar commitments in middle and high school;
* It recognizes that reading instruction in those middle and secondary grades is essential to our national goals around high school graduation and college-going, and emphasizes that literacy instruction must continue throughout one’s academic career;
LEARN continues to emphasize the importance of professional development, an often overlooked piece of RF (where the law called for up to 25 percent of RF’s $6 billion be directed to PD and teacher training);
* It actually doubles down on the importance of professional development by specifically focusing on the pre-service needs of preparing teachers to teach reading; and
* It continues our emphasis on explicit, systematic, and developmentally appropriate instruction in reading.
And what remains TBD here?
* First and foremost, the money.  RF focused $6 billion on the elementary grades, and many are still questioning the effectiveness of the program and its impact.  As we expand the program to include early childhood education (likely swallowing what was Early Reading First), elementary grades (the old Reading First), and middle and high school grades (currently funded by the meager Struggling Readers program), we are now doing for more in federal reading instruction with significantly less money.  Does the proposed funding get the job done, or does it merely set things in motion, leaving it to SEAs and LEAs to find new funds to enact the comprehensive reading efforts needed.  It is frightening to say, but $2.35 billion, particularly if distributed K-12 to all 50 states, likely won’t be enough.
* It talks about instruction beyond vocabulary and phonemic awareness, but doesn’t specify a specific definition.  Some will read this as a repudiation of RF.  Others can see it as a continuation of those priorities, where phonics, phonemic awareness, fluency, vocabulary, and comprehension were the intended foci.  Both sides in the reading wars will be fighting to “redefine” what LEARN’s instruction is intended to focus on.
* It calls for diagnostic, formative, and summative assessments at all age levels.  An essential piece to education reform in the current era, without doubt.  But do we have such tests?  RF was limited by state assessments in grades 3-8, yes.  But after spending the past decade in the so-called “high stakes testing” era, do we have research-based, accepted diagnostic, formative, and summative assessments that can be used immediately in grades k-12?  Or a better question, do we have such assessments that all parties will agree on and use correctly?
* While there is mention of “research-based,” how will that be defined?  Clearly, the previous SBRR definition is going to be rewritten.  So how do we capture “research-based,” and how do we do it so that it means something, and isn’t merely a consensus definition that is acceptable by all, but loved by none?
* While I understand the reasons behind it, can we successfully use LEARN money to both raise reading achievement in struggling schools while incentivizing high-performing schools to continue their investment in results-based reading instruction?
* Most importantly, what are the intended outcomes?  If all of the points identified in Murray’s summary of LEARN are followed and followed with fidelity, what should we expect to see at the end of three or four years?
These are all questions that Murray and other legislators will be able to answer in the coming months as LEARN moves through the process.  Regardless, LEARN is a good next step for our federal reading instruction efforts.  Will make RF advocates happy?  No.  Will it satisfy RF critics?  Based on the summary, absolutely not.  But it may just have the right combination to continue to improve the acquisition of reading skills among students in grades K-12, while continuing to equip all teachers with the literacy instruction skills they need to lead a successful classroom.  It continues to focus on doing what works in the classroom, pursuing paths that are supported by the research and demonstrate effectiveness.  And it recognizes that school and student success hinges on a child’s ability to read at grade level, regardless of what grade they are in.
In an era where nearly two-thirds of all of our nation’s eighth graders are unable to score proficient or better on the eighth grade reading NAEP, LEARN is clearly much needed legislation.  Here’s hoping it doesn’t get lost in the push for Racing, Innovation, and such.  This is too important an issue not to be at center stage for school improvement efforts.

In Search of 21st Century Joe Clarks

When I’m flipping through the cable stations late at night, unable to sleep because something or another has my mind going a thousand miles an hour, there are a number of movies for which I will always stop and watch.  Braveheart, Thank You For Smoking, the original All the King’s Men, Bull Durham, Tin Cup, Roadhouse, 10 Things I Hate About You, and She’s All That tops among them.

The remote also cools down when I stumble across Lean on Me, which I happened to catch again late last night.  We all know the movie I’m talking about, the 1989 film starred Morgan Freeman and told the story of Joe Clark and his transformation of Eastside High School in Paterson, NJ.  The story has become urban legend by now.  About 30 percent of Eastside’s students were passing the state proficiency exam.  New Jersey had just passed a law stating that any school with less than a 75 percent passage rate faced state takeover.  So in a move of desperation, Paterson turned over its most troubled school to “Crazy” Joe Clark, giving him seven months to more than double the passage rate and avoid state control.
In the biopic, Clark is dogged, even possessed, in enacting his version of school improvement.  Focusing on discipline, accountability, self-respect, and responsibility, he quickly brings a new culture to the school.  That culture brings about a change in attitudes and actions from the students.  (He actually appeared on the cover of Time magazine with a baseball bat, not unlike DCPS Chancellor Michelle Rhee and her broom.)  In the 11th hour, facing possible jail time and certain termination because of personality clashes and violation of the fire codes, the movie Joe Clark reveals that the school surpassed the 75 percent proficiency mark.  Takeover averted.  Possibly the state’s worst public school transformed in a matter of months into a performer.  From dropout factory to postsecondary pipeline.
If only it were that simple.  But why, you may ask, is Eduflack writing about a movie from the late 1980s that has almost been forgotten in recent years?  President Obama and EdSec Duncan’s visit to Wisconsin on Wednesday has really got me thinking.  By now, we’ve all heard the chattering that the visit is being used to advocate for mayoral takeover of urban school districts in crisis, calling for changes at the top of the systemic education pyramid to bring about real change at the foundations.  In recent months, we’ve heard the detailing of successful takeovers in Chicago, New York, and Boston, along with promising takeovers in cities like Washington, DC.  With the success of charter schools in Milwaukee (and to a lesser degree, of vouchers), it only makes sense that the city will be the next test for mayoral takeover.
Yes, we can point to mayors who have been tremendously successful in using their bully pulpit to bring about a new world of thinking in the public schools.  But the story of Joe Clark and Eastside High should make us remember that there is only so much that can be done at the top of the foodchain.  A mayor’s support for a superintendent only goes so far in school transformation.  It ultimately takes the support and efforts of the teachers and the principals to bring about the sort of lasting change sought by Duncan and funded through RttT, i3, and other new programs.  And we are rarely talking about principals and building leaders these days.
So it begs the question, where are the next generation Joe Clarks?  What school districts are empowering their principals to “take no prisoners” and do whatever it takes to fix a broken school, restore order, and deliver improved student achievement?  Where are the breeding grounds for such school leaders, where they develop the instructional leadership, the vision, the executive management, and the passion to take on the schools that need it the most?  How do we embolden incoming cadres of principals, ensuring they see their jobs as more than building managers and more than the middle ground between the superintendent and the teachers?  And how do we give the right people the authority to shake things up and truly toss out what wasn’t working, even when facing strong defenders of the failed status quo?
Year after year, we hear about the modern-day Eastside High Schools, the dropout factories, the persistent contributors to the achievement gap, the schools where too many students are written off before they even arrive for their first day of school.  As we focus on how to move forward with lasting school improvement, it seems we need a whole mess of Joe Clarks to implement a new way of thinking, a new way of teaching, a new way of motivating, and new way of achieving.  Without it, all the fresh paint and duct tape in the free world can’t truly heal the schools that need help the most.

“Disrupting” High School Failure

Can you legislate graduation rates?  Today, the Washington Post editorial board called on the state of Maryland to raise the compulsory age for school attendance, essentially using state law to require students to stay in Maryland high schools until the age of 18 (it is 16 now).  The move, following on the heels of a similar policy adopted by the Montgomery County Board of Education is in direct response to the latest data showing a growing dropout rate in Maryland.  The full editorial can be found here.

Eduflack is all for any measure designed to improve high school graduation rates, but can you really legislate the problem away?  And if so, why just raise the dropout age to 18?  Why not require by law that every student stay in school until they earn a high school diploma or reach the age of 21?  Why not mandate a high school diploma in order to secure a driver’s license or buy a beer?
We don’t take such steps because such a “stick” approach to high school reform simply doesn’t work.  Despite the best of intentions, requiring an intended dropout to stay in school for two extra years rarely results in that “a-ha” moment when he finds his calling in high school, puts himself on the illuminated path, earns his diploma, and leads a successful life.  It leads to two more years of resentment, coupled with two years of wasted resources at the school and district level.
Talk to anyone who has succeeded in high school improvement efforts, and you will hear that the secret to true high school transformation is not about maintaining the current course.  To boost high school graduation rates, we need to make classroom learning more relevant to at-risk students.  We need to personalize courses, connecting directly with students.  We need to bring real-life into classroom learning, through internships, speakers, and any other means that link high school with life.
As part of its efforts to invest in meaningful high school reform models, the Bill & Melinda Gates Foundation has regularly touted the successes of the high school reform model offered by Big Picture Learning.  While the Gates model for high schools has shifted over the years, its praise for Big Picture has been unwavering.  But the Big Picture model has been one of those “best kept secrets” in education policy.  Those intimate with the details are true believers, but many are unawares of what the Rhode Island-based organization is truly doing in schools across the world.  (Full disclaimer, Eduflack worked with Big Picture’s founders on their October policy event.)
Last month, Big Picture held its coming out in Washington, DC, educating the policy community on how the Big Picture model fits with the current call for school improvement and innovation.  Touting the need for “disruptive innovation” in school improvement, Big Picture leaders focused on the importance of a student-centered curriculum, a close relationship with teachers, and real world internships to best serve those students at greatest risk of dropping out.  And working in more than 130 schools, Big Picture knows of what it speaks.  More than eight in 10 BPL schools receive Title I funding, while 66 percent of their students are eligible for free and reduced lunch.  Such measures are usually the early markers of dropout factories and graduation problems.  But at Big Picture schools, more than 92 percent of students earn their high school diplomas (compared with 52 percent nationally).  And 95 percent of their students are accepted into college, the first step toward achieving the President’s college-educated Americans goal by 2020.
The true measure of Big Picture’s effectiveness, though, may best be found in what others were saying about them in DC a few weeks ago.  According to Congressman George Miller, the chairman of the House Education and Labor Committee, “Big Picture is engaging students in discovering the level of context they understand, and how they apply it, and how they appreciate it, and how they can connect it to the next task in education, life, and experience.”  
And Harvard Business School Prof. Clay Christensen, the author of Disrupting Class and the godfather of the concept of “disruptive innovation” said: “I think that the Big Picture schools are about as great an example of integrating opportunities to feel success with the delivery of curriculum as exists in America.  By knitting together the delivery of the content they need to learn, with projects that allow them to use that they learn and feel successful, they’ve just done a wonderful thing; and I think it is a beacon for all of us.”
High praise from two who know a little bit about the topics of school improvement and comprehensive reforms.  So how does it translate back into what our states and school districts are looking to do through Race to the Top and Investing in Innovation to improve our schools and reform those so-called dropout factories?  Big Picture co-founder Elliot Washor summed it up best as part of their October event: “In our quest to improve public education, we often overlook the importance of the student perspective.  Based on our experiences, students thrive in high school when they see the relevance to their current interests and future plans.  Every student can earn a high school diploma with the right classroom and practical instruction.”
The data is there, and folks like Bill Gates and George Miller have recognized the benefits and impact.  Perhaps there really is more to high school improvement than increasing the compulsory age for school attendance.  Relevance and an increased focus on the students surely can’t hurt.

The Great White Whale of Teacher Quality

At the heart of EdSec Arne Duncan’s remarks at Teachers College last week has his new never-ending pursuit of the illusive “teacher quality.”  Clearly, the search means more than the “highly qualified teacher” definition currently found in NCLB.  More than the qualities that currently win one additional monies through the federal Teacher Incentive Fund (TIF).  And even more than the plans floated more than two years ago by Sen. Joe Lieberman et al to redefine HQT as “highly qualified and effective teacher.”

So with states and school districts across the nation scrambling to demand effective teachers and pledge policy and funding to support new efforts under expected Race to the Top, i3, and such funds to implement teacher quality efforts, what exactly are we using as our benchmark for such actions.  Surely, how students perform on their standardized test scores is an important piece to the equation.  But is there more to effective teaching outcomes than simply student achievement?  And are there key inputs that need to be factored into the process as well, recognizing that quality teachers come as the result of both effective preparation and effective teaching?
While nailing Duncan’s latest teacher quality demands to the schoolhouse door up at Columbia was THE story last week, we’ve also had two new reports designed to support, enhance, or rethink the efforts moved by the EdSec and his Brad Jupp-led teacher quality team.  Earlier this week, Hope Street Group released its study on Using Open Innovation to Improve Teacher Evaluation Systems.  This follows on the heels of the Forum for Education and Democracy’s Rethinking Learning Now campaign’s Effective Teachers, High Achievers report. 
As part of its new phase of education reform dialogue, the Hope Street Group released a series of eight recommendations around how to measure effective teaching, including:
* Objective measures of student achievement gains must be a major component of teacher evaluation
* Clearly defined standards of quality instruction should be used to assess a teacher’s classroom performance
* Teachers, teacher groups, and unions should be included in developing and implementing teacher evaluation systems
* Teacher evaluation systems themselves must be periodically evaluated and refined
* Teacher evaluation systems should reflect the importance of supportive administrators and school environment to effective teaching
* Components of teacher evaluation that rely on observation and discussion must be in the hands of instructional leaders who have sufficient expertise, training, and capacity.
* Evaluations must differentiate levels of teaching efficacy to identify opportunities for professional growth and drive rewards and consequences
* Information from teacher evaluations should be comparable across schools and districts, and should be used to address equity in the distribution of teaching talent 
Hope Street’s full report, shaped by actual teachers (a novel concept in education policy), can be found here.   The group is clearly building on the accountability recommendations released earlier this year from the Education Equality Project (EEP), while looking to provide some additional support to Duncan and his teacher quality efforts.  Focused primarily on outcomes, Hope Street is all about results and who is the final arbiter of said results.
And what of the Forum?  No surprise, but the education policy minds at the Forum take a decidedly different world view of teacher quality, focusing primarily on the inputs that go into effective teaching.  The Forum first focuses on the current obstacles to true teacher quality, emphasizing dramatically different levels of training (with those least prepared teaching the most educational vulnerable students); disparate salaries; radically different teaching conditions across districts, schools, and classrooms; and little mentoring or on-the-job coaching to help teachers improve their skills.  And they look to international models (those found in Singapore, Australia, Great Britain, Canada, and others) for inspiration, seeking a system that requires high-quality teacher education for all candidates, completely at government expense; a year of practice teaching in a clinical school; mentoring for all beginning teachers; equitable salaries; and ongoing professional development embedded in 15-25 hours a week of planning and PD time.  The full policy brief can be found here.
The Forum limited its demands of the federal government to seven, including:
* Create incentives for recruiting teachers to high-need fields and locations
* Strengthen teacher preparation
* Make teacher education performance-based
* Support mentoring for all beginning teachers
* Create sustained, practice-based collegial learning opportunities for teachers
* Develop teaching careers that reward, develop, and share expertise
* Mount a major initiative to prepare and support expert school leaders
Two different paths.  Two different perspectives.  Two different rubrics.  So which direction are we headed?  Clearly, Hope Street is more closely aligned with the priorities, objectives, and goals of the U.S. Department of Education and reform-minded school leaders such as Joel Klein and Michelle Rhee.  And the emphasis on results — recognizing that talks of teacher quality are relatively hollow if they don’t translate into improved achievement and performance in the classroom — are key if we are to turn around our nation’s low-performing schools and improve overall student achievement while closing the persistent learning gaps our school districts have struggled with for decades.
But can we achieve that vision without first addressing the ideas and issues laid out by the Forum?  Can we achieve results-based improvement in teacher quality if we do not first address those inputs that go into building and supporting an effective teacher?  In an era where results are king, how important is the process that gets us there?
From the cheap seats, it seems clear that this should not and cannot be an either/or approach.  If we want to see the tangible results (as advocated by Hope Street and others) we need to invest in the systems and structures that build and support effective teachers (as called for by the Forum).  If we don’t, teacher quality will remain that great white whale for the EdSec and policy voices across the country, always top of mind, but always out of reach.  If we are going to catch our Moby Dick, we need to find those areas of agreement between the inputs advocates and the outcomes champions and find the common ground to build comprehensive expectations and rubrics for real teacher quality.  It may be the only way to have the true impact so many are now looking to have on what happens in the classroom.
   

From the Mouths of TFAers

When Eduflack was a very green Capitol Hill staffer, a wise veteran imparted some basic advice that I have not forgotten now going on almost two decades.  Never talk in an elevator.  Capitol Hill is one of those places where people (the unelected, of course) like to make themselves seem far more important than they really are.  They brag to friends and strangers alike about the legislation they’ve “written” their “access” to leadership, and other attributes that make working on the Hill so appealing.

The advice was offered as we were listening to a legislative assistant talk about the counsel they were providing a particular senator.  As we were both intimately familiar with the issue and the senators involved, we knew the story was hogwash.  The lesson to me was simple.  Don’t talk in an elevator.  You never know who is listening, and you never know what life such elevator tales will take on.  And all of this was before the regular use of the Internet and our happy go lucky blogs and tweets.
After a recent flight from Charlotte to Washington, DC, I would add never talk on an airplane to the list.  Typically, I want to be ignored on a plane.  Introvert that I am, I don’t want to engage in conversation, and I don’t want people to engage with me.  I want to be left alone with my readings and perhaps a quick game of Book Worm on my iPhone, using the confines of that flying tube to gain a few free moments where I don’t have to focus exclusively on work and the outlying issues that surround it.  But this flight just wouldn’t let me bury my head in a few newspapers and start thinking about the next day.
For this flight, I was seated directly in front of a regional manager from Teach for America.  As luck would have it, he was a chatter, as was the businessman seated next to him.  TFA was asked what he did for living. He stated he worked for an education non-profit called Teach for America.  The businessman clearly had never heard of the organization, so he inquired as to whether it was a new group and if it was surviving in the current economy.  I think Mr. TFA (who was part of the very first teacher cohort) was surprised that there was someone who had not heard of Teach for America.  So he went on to provide a wealth of interesting tidbits and bragging points to demonstrate that Teach for America was not your average bear education not-profit.
Of course, Eduflack’s ears perked up, interested to hear how this Teach for America executive (I believe he was a regional manager for sites in a number of states in the south and southwest) would begin describing an organization so well known in education circles to someone so unfamiliar with it.  Some of the highlights:
* Teach for America recently embarked on a $142 million fundraising drive, and has already raised more than $149 million
* Teach for America’s new strategy is to reach out to more and more charter schools, seeing them as a quicker point to help close the achievement gap.  “There are a lot of good charter schools and a lot of bad charter schools,” he explained.  The key was to find schools that would buy Teach for America whole cloth.  And in his eyes, KIPP can do no wrong.
* Teach for America is beloved and has never run into any opposition.  In fact, Boston is the first and only school district where any teachers have ever had any problems whatsoever with Teach for America coming in.  And isn’t that just short-sighted of them.
* Teach for America is becoming so selective that it recently determined a student who “wrote” the new University of Virginia financial aid policy was a questionable candidate.  (As an alum of Mr. Jefferson’s alma mater, I won’t get into the number of underlying issues here)
* The ranks of devout Christians joining Teach for America is growing by the day, in large part because the work of a Teach for America teacher is so demanding  that they need the supports that their beliefs provide them to do their secular work well.
What I found most interesting, though, was that the notion of recruiting and placing teachers didn’t come up until nearly 10 minutes into the conversation. Teach for America was about school improvement.  It was about closing the achievement gap.  It was about partnering with schools who couldn’t fix themselves.  It was about the organization serving poor communities and black communities and such.  But the notion of teachers (and teaching for that matter) didn’t come up until deep in the conversation, when Mr. TFA wanted to demonstrate how exclusive and competitive Teach for America slots were.  Then he began discussing how they place only the best college graduates in schools that need their help, making clear they did not want students who attended education schools or formally studied education.
Now I’m not naive, I realize that Mr. TFA was trying to play to his audience (and certainly had no idea that Eduflack was sitting two feet in front of him).  He read his seatmate as a good southern Christian who believed in school choice, so he tried to play up those issues.  But listening to the whole conversation (which ran for almost half of the flight), I was struck by how “off message” Mr. TFA was.  Don’t get me wrong, Eduflack is a Teach for America fan.  I believe that TFA plays an important role in school improvement, both literally and rhetorically.  But this certainly isn’t the way that Wendy Kopp talks about her organization.  This isn’t the way TFA has been positioned in education improvement discussions.  And it certainly isn’t how the org is depicted as it moves into countries like India and Australia.  
Teach for America is an organization that prides its good press (and moves heaven and earth to deal with any media that is just the tiniest bit critical).  It is a group that has an incredible network of alumni and advocates who would do anything and everything to protect the TFA brand and promote the TFA mission.  But as a fly on the wall, it seems that a little message discipline may be in the works for Teach for America.  A cynical listener, unfamiliar with Teach for America, could have listened to this conversation and heard that TFA had just raised $150 million to move smart, motivated devout Christians into public charter schools across the country.  Does that sound like the Teach for America we have all grown to know and love?  
I’d willing to chalk the experience up to a green TFAer excited about the program, but I know he has been part of the TFA family since the beginning, an original corps member who moved into a leadership position (at least this current one) years ago.  If this is what we’re hearing from seasoned TFA vets, what else is being said out there?  Perhaps it is time for Kopp and company to warn their staff about speaking on elevators and airplanes … or at least to only do so once they have the corporate messaging and stump speech down.

It Still Takes a Village

A decade ago, the notion that “it took a village to raise a child” quickly became a political punchline, used by critics to demonstrate that the big bad government was somehow deflecting its responsibility for the education, healthcare, and general social services it takes to help prepare a young person for the challenges and opportunities of the future.

In reading the draft guidance for both Race to the Top and Investing in Innovation, one could get the sense that the schools themselves are the only entities who can truly guide improvement and innovation in the schools.  While i3 offers a tip of the cap to the role that not-for-profits can play in the new push for innovation, both grant programs are still very much a systems-based approach, with new dollars going to the old systems that have long failed to take the specific actions necessary to boost student achievement and close the achievement gap.
That shouldn’t be surprising.  Like it or not, if we are going to improve our public school offerings for all students, we must start inside the system.  While public/private partnerships, afterschool programs, enrichment centers, SES providers, and a host of other actors can play a part in improvement, if you don’t get to the root of the system — the school itself — you will never make the lasting, systemic change that RttT and i3 are seeking.  You’re simply tinkering around the edges, hoping an effort a step or two removes from the core academic day can have real impact on student learning.
But that doesn’t mean it still doesn’t take a village to for those improvements and innovations to take hold and stick around well after the federal funding is gone.  The burden is not simply on the classroom teacher to boost those achievement scores, it is also on parents and families, community leaders, ministers and church leaders, local businesses, and everyone else who touches the lives of today’s young people (and their families).  It is about recognizing that education does not happen in a vacuum, but rather is intrinsically linked to each and every corner of our lives, from our earliest memories to our latest actions.
Don’t believe Eduflack?  Think this just sounds like more of the typical status quo rhetoric to distract us from the issues of assessments, student performance, and test scores?  Take a look at the cover story of the latest American School Board Journal, written by EdSec Arne Duncan.
In his piece on “The Importance of Board and Mayoral Partnerships,” Duncan speaks of the conditions necessary for positive impact from mayoral control of the schools.  Noting a recent U.S. Conference of Mayors report stating that “if schools don’t work, the city does not work,” Duncan opines on the value of elected school boards, a strong mayor, a commitment to accountability, and a focused goal  He does some of it through the lens of his Chicago experience, but hits on mayoral successes like Boston as well.  The full article can be found here.
But perhaps the most interesting line written by Duncan is the following: “It takes more than a school to educate a student.  it takes a city that can provide support from the parks department, health services, law enforcement, social services, after-school programs, nonprofits, businesses, and churches.”
Yes, if the schools don’t work, the city doesn’t work.  But the responsibility is not purely on the schools themselves to self-repair.  Yes, it requires investment from all of the stakeholders articulated by Duncan.  But the good EdSec has left out an essential component to the school success equation — the family.  Schools also need engaged parents, family members who take an interest in the day-to-day learning of their children.  Families who do more than come in when their is a discipline problem or a desire to complain to a teacher about the workload or the “stress” on a child.  Parents who are engaging their children after the school house doors are closed, through afterschool programs, weekend and summer learning, and even family reading time at home.  Families who make sure the homework is done, the children are fed, and everything is being done to maximize the school day.  Parents who know that nothing is more important than their children’s education and they will do anything necessary to ensure their kids have access to the best teachers, the best curriculum, and the best resources possible.
Earlier this week, the Pew Hispanic Center surveyed Hispanic youth ages 16-25.  They found that nine in 10 surveyed believed a college education is “necessary” to get ahead in life.  So educators are getting the importance of a good education across.  Disturbingly, though, fewer than half of Hispanic students say they will earn a bachelor’s degree (compared with more than 60 percent of all students), and only 24 percent of Hispanics ages 18 to 24 are actually enrolled in postsecondary education.  USA Today has the full story here.
It is up to that village to bridge the gap between understanding the importance of postsecondary education and actually acting on that understanding.  It falls on the nonprofits, businesses, churches, and government agencies Duncan speaks of — along with the families — to ensure students are graduating from high school and enrolling in college.  Our teachers can offer the pathways, but it is up to all of the other actors in a young person’s life to ensure that they pursue all that is available to them and actually do what is necessary to get ahead in life.  A high school diploma should be a non-negotiable in every family, with no one seeing dropping out as a viable alternative.  And those high school experiences should be used to show all students that college is possible and is an achievable goal for any student with the right commitment, work ethic, and attitude.
If our schools don’t work, the city does not work.  If our kids are not educated, our kids do not work.  And if our kids do not work, our nation cannot succeed.  It doesn’t take a math whiz to figure out the correlations there.
 

Data Use in Our Nation’s Capital

Last evening, Eduflack had the honor of testifying before the District of Columbia State Board of Education on DC’s student assessment scores and how they can be used in state-level policy development.  For those unawares, DC is an interesting case study in education system structure.  DC is both a State Education Agency (SEA) and a Local Education Agency (LEA).  The DC State Board serves as a state board in Massachusetts, Texas, or California would, and the SEA is headed by former U.S. Department of Education official Dr. Kerri Briggs.  The SEA is responsible not only for DC Public Schools, but also for the growing number of charter schools in our nation’s capital (with nearly a third of the District’s students attending charters, it is quite some job for the Office of the State Superintendent of Education (OSSE)).

I was the closing act for a three-part hearing.  The panel first heard from Mike Casserly, the chief of the Council of Great City Schools, who spoke to what other urban school districts are doing with their assessments and their data.  Then they heard a detailed presentation from State Superintendent Briggs and her staff, providing far greater detail on the DC-CAS numbers than was originally provided by the Mayor and Chancellor Rhee back in July.  Yours truly followed up the rear.
For readers who recall, I was harsh on DCPS back in July when they released the initial numbers.  I was concerned that student achievement, on the whole, ticked up, but there was a drop in AYP.  I was worried by Rhee’s comments about picking the low-hanging fruit to achieve those gains, knowing such fruit is now gone for later year replication.  And I was worried about declaring victory based on one or two years of data, when four or five years of real, substantive data is really necessary to see the true impact of reforms.
I was impressed with the probing questions the DCSBOE asked of OSSE and of the data, particularly its persistence in asking for greater disaggregation and a better understanding of what they do with what they have.  So what, exactly, did little ole Eduflack recommend to the District’s education leaders?  I can break it down into five key points.
1. The District should be reassured by the numbers presented by OSSE.  After further reflection and additional breakdowns, we can see that specific schools in DC are indeed trending up (though there are still some worry spots).  More importantly, DC is breaking the national cycle and is really making some progress in closing the achievement gap.  Both black and Hispanic achievement numbers were on the rise, while white student achievement remained relatively flat (noting, though, that only 5 percent of DC schoolchildren are white).
2. The most important data sets for DCSBOE to be concerned with should not be DC-CAS, but rather NAEP and NAEP-TUDA.  These data sets are the most accurate yardstick for determining how DC’s students are doing.  The District needs to better use the NAEP data, better slicing and dicing it to really understand what the data means and how it can be applied. DC also needs to avoid falling victim to the typical NAEP horserace games.  This is not about trying to catch Massachusetts in eighth grade reading NAEP or trying to outdo Atlanta in NAEP-TUDA.  DC needs to look at the data, look at the gaps, and set clear goals based on where DC is, and where they want it to head.  
3. As important as assessments are, Superintendent Briggs is correct.  It makes little sense to rework DC’s tests before core standards are complete and we know what new skills and benchmarks we are supposed to be measuring.  But rather than focusing on the assessment tool itself, DC needs to start taking a far closer look at its overall data system and how that system is better put to use.  This shouldn’t be about collecting more data, it is about better using the existing data.  How do they further disaggregate the numbers so DC families have a better sense for how individual schools and classrooms are doing?  How do they look at the data longitudinally, so they are not just measuring this year’s fourth graders against next year’s fourth graders, but are seeing how this years fourth graders are doing, performance wise, in fifth, sixth, and even eighth grades. 
DC not only needs to determine that it is improving, but it needs to know why.  The system has been layering reform after reform in the schools over the past several years.  It is near impossible to decide what is responsible for the gains and what is the chafe that should probably be cut away so the effective interventions can do their jobs.  In monitoring the schools and classes that are showing the most progress, DC needs to track the efforts that are resulting in those gains, looking at the clusters of specific interventions, and try to diagnose the best and promising practices that are happening in DC classrooms.
4. With that information, DC needs to do a better job of applying what it learns.  Principals and teachers need to be better trained in how to use the data, both before they enter the teaching profession and once they are there.  Best practices needs to be shared and modeled across the district.  Effective teachers need to serve as mentors for new teachers so they can teach good behaviors (hopefully before one has to unteach bad behaviors.)  And we need to give time for new interventions and reforms to take place.  While four or five years may seem like an eternity in education reform, changing horses after just a year or two of data, even if it is promising, is not necessarily in the best interests of DC’s students in the long run.
Many members of the board were focused on the back end, asking what could be done with regard to high school dropouts and college-going rates.  I urged them to look at the front end as well, and make sure that OSSE’s focus on investment in high-quality early childhood education is successfully translated into real ECE opportunities in DCPS.  One only needs to look at the impact of the Abbott decisions in New Jersey, and see how good early childhood education has now impacted student achievement and the achievement gap in some of the Garden State’s historically worst-performing school districts, to see that the gateway to long-term student achievement happens before kindergarten, and not in middle and high school.
5. Finally, this is a team game, and not a one-man sport.  Chancellor Rhee cannot do this by herself, nor can the DCSBOE take the responsibility entirely on its shoulders.  Lasting school improvement requires real buy in from parents and families, teachers, students, and the community at large.  With families in particular, they don’t necessarily understand the arcane definitions of AYP (particularly now that the U.S. Department of Education doesn’t even want to use the term), nor should they have to.  They want assurances that their kids are going to good schools, and if they aren’t good, they want assurances that everything is being done to improve them.  At the end of the day, families want to believe their neighborhood schools are good, particularly because they usually have affection for the principal and the teachers.  If all are invested in school turnaround, and all understand how we are doing it and how we are measuring it, we will come further faster.
Ultimately, it comes down to one key issue — how do we use the data we have?  In most cities and most SEAs, we have a wealth of data points, probably far more than most know are even there.  What we do with it is what is most important.  How do we use it to shape both teaching and learning?  How do teachers use data to implement specific in
terventions for struggling students?  How do we ID promising practice so it can be shared?  How do we find the most effective teachers and learn why they are effective?  How do we support what is working, while cutting away what may be tried, but is having no real impact?  How do we invest in the student, and not just the system?
A lot of questions, yes.  But just the sort of thinking many state boards are pondering as they enter into this new world order of assessments, data systems, achievement, innovation, and the like.
 

“A Time to Act”

This morning, the Carnegie Corporation of New York’s Council on Advancing Adolescent Literacy releases its much-anticipated “Time to Act: An Agenda for Advancing Adolescent Literacy for College and Career Success.”  For those who have been playing in the literacy game for the past decade or two, we know it has been a game played primarily on the elementary school playgrounds.  Get a student reading proficient by fourth grade, and we have success.  If they don’t make the cut, we hope they will catch up in the later grades, when there are more demands on their literacy skills and less time spent specifically focusing on reading proficiency (particularly reading comprehension, the Holy Grail of reading instruction).  The full report can be found here.

We like talking about teaching young children to read.  But we find it incredibly difficult to wrap our hands around once they hit those ‘tween years.  Other than the Alliance for Excellent Education’s Reading Next report, few have focused on the issue of adolescent literacy.  And even fewer have done it with the passion and pointedness that Carnegie has now done.
Back in the winter, President Obama pledged that the United States would have the highest percentage of college graduates by the year 2020.  We’ve sold virtually every student on the promise that a postsecondary degree equals career success.  School districts across the nation have enacted reform plans to improve high school graduation rates, moving more and more kids to college.  But it is all meaningless if those high school grads don’t possess the learning skills necessary to succeed.  Those students who struggle for reading proficiency in fourth grade rarely find that magic elixir in middle or high school.  They don’t catch up, literacy wise, they fall further and further behind.  And then we wonder why half of those going on to college have to take remedial reading or math courses just to keep up in college-level courses.
Nationally, the statistics haven’t been pretty.  According to NAEP scores, 8th and 12th grade reading proficiency has remained relatively stagnant for decades now.  And they are stagnated on numbers that aren’t very pretty, particularly for historically disadvantaged students.  Clearly, the status quo won’t hold if we are to live up to the promises of college graduation, innovation, races to the top, and opportunity for all.
In Time to Act, Carnegie lays out clear action steps for educators and school leaders to take if they are to improve adolescent literacy and ensure that their students are indeed prepared for college-level work.  But in this era of education reform and intervention, perhaps the most interesting recommendations are the challenges that Carnegie puts forward for federal and state policymakers.
For federal policymakers, the first order of business is to get their hands dirty and get involved in adolescent literacy instruction.  To help them prioritize, Carnegie offers the following reccs: 1) increase Title I support for middle and high schools; 2) adopt the common standards we’ve all be talking about; 3) look at linking NAEP to international literacy tests like PISA and PIRLS; 4) develop middle and high school literacy demonstration sites in high-poverty areas; 5) support states in the development of P-12 literacy plans; 6) develop early warning systems for middle school students; 7) increase funding for the National Writing Project and Struggling Readers program; and 8) increase funding for adolescent literacy research.
Those at the state level aren’t spared any responsibility.  The charge to state leaders includes: 1) aligning state reading standards to other national and international benchmarks, including NAEP; 2) revise teacher certification and professional development standards; 3) define and provide the means for districts to identify and intervene when they see struggling readers; 4) require credit-bearing reading intervention classes for students who are two or more years behind grade level; 5) build the right statewide data systems that will collect comprehensive P-12 literacy data; 6) track RTI efforts; and 7) institutionalize those adolescent reading efforts that have been piloted in recent years.
For some, these federal and state recommendations may seem common sense.  But sometimes (or most of the time) we have to remind ourselves of what we know and why we know it.  Carnegie has done just that, synthesizing the data and providing a clear path to stakeholders as to how we can improve reading proficiency among middle and high school students.  This isn’t just an effort to take what we know about K-4 literacy and applying those lessons to middle and secondary schools.  Carnegie offers a real look at the adolescent literacy field.  And they do so at just the right time.
In all of our zeal and concern over Race to the Top, the soon-to-be-revealed Investing in Innovation Fund, and core standards, we seem to have forgotten that there is a new reading instruction bill circulating around Capitol Hill.  Building off the successes of Reading First, this new bill (Yes, We Can Read, if you will) is being developed to place a far greater emphasis on both adolescent literacy and teacher training and PD in reading instruction.  Couple that with current ED activities around standards and data systems, and we can see how close we can get to Carnegie’s vision for advancing adolescent literacy.  This think piece has a real chance of becoming an actual action statement.  
That would be a real accomplishment, particularly in this environment.  If Carnegie and its advocates can find a way to keep the Time to Act drum beating well beyond today’s report release, we could actually see this research transformed into policy.  It offers a strong enhancement to the current draft of the reading bill, while offering specific action steps that are both realistic and cost-manageable.  Now all they need is a drummer … or an entire corps.

Additional Thoughts for Rethink Learning Now

Yesterday, Eduflack opined on the launch of the Rethinking Learning Now initiative, a new campaign from the Forum for Education and Democracy (among others) that focuses on the need change the direction of education reform from a focus on testing toward a focus on learning.  My post can be found here.  I’ll say again for the record that the campaign is off to a great start, with strong messaging and strong visuals.  And I am proud that Eduflack’s learning story is one of the many stories that are included as part of the effort.

But some have thought I was a little too harsh on Rethink Learning Now, particularly on its first day.  I wanted to know the intended final destination before the first step was actually taken.  Fortunately, the Forum’s national director, Sam Chaltain, is not one of those voices.  For those who haven’t heard of Sam, don’t worry, you soon will.  In my repeated calls for a unifying voice for the loyal opposition, Chaltain is the real deal, one of the few I can see stepping up and leading a movement that doesn’t accept the current path as the only path.
So with no further ado, I am turning over the rest of this post to Sam Chaltain himself.  Rather than place his views as a comment on the side of the Eduflack blog, I though the following deserves its own entry.  The following is direct from the pen of Sam Chaltain, the National Director of the Forum for Education and Democracy. 

“Thanks for your thoughtful coverage of our campaign. Your question is the right one – and if our ultimate plan was simply to gather stories and assume that by their sheer weight and beauty mountains would move, we’d be doing everyone a disservice.

In fact, the Rethink Learning Now campaign is following two strategic paths simultaneously – one grassroots, one grasstops – and intending for them to converge as Congress turns its attention to ESEA.

For the next several months, while people around the country reflect on their personal learning experiences and describe their most effective teachers, we’ll be meeting with key offices on the Hill, gathering information, testing policy proposals, and establishing the campaign as a resource. We’ll also sponsor three Hill briefings this fall – one for each of the campaign’s core pillars – at which we’ll apply the growing clarity from the grassroots side of the campaign towards the creation of some specific policy proposals. Under “learning”, for example, it’s clear that someone needs to do more than say standardized tests are insufficient; they need to offer a better, more nuanced alternative that is innovative and actionable. Our grassroots campaign’s aggregate list of core attributes for powerful learning will be one piece of the puzzle in coming up with a balanced scorecard for student assessment. Under “teaching,” we’ll provide recommendations to Congress, based on the input we receive from people across the country, and outline a strategy for identifying, recruiting, supporting and retaining a true profession (instead of a ‘force’) of highly effective teachers. And for ‘fairness’, we’ll explore ways for the feds and state governments to work more closely to monitor, and ensure, an equitable distribution of resources so all kids have the same opportunity to learn.

Additionally, our partners at the Advancement Project are organizing 14 different regional meetings across the country, at which education advocates and civil rights leaders can spend time together examining their local strengths and weaknesses, connecting to the grassroots components of the national campaign, and providing input to shape any future federal policy recommendations. We’ll also explore a national convening of all of the campaign’s participants sometime next year.

In that sense, the Rethink Learning Now campaign is best understood as a coordinated one-two punch: first, establish clarity around the core objectives: powerful learning, highly-effective teaching, and a system that is committed to ensuring fairness; and second, take that coordinated energy and apply it toward specific proposals that result in a better, more attuned ESEA that empowers educators to create healthy, high-functioning learning environments.

I hope you will continue to cover the campaign, hold us accountable to offering thoughtful solutions, and join us in thinking aloud about how best to rethink learning, NOW.”

Rethinking Learning … Then What?

While it may be the hip and hot thing to do, Eduflack is not going to spend the majority of today’s blog talking about this afternoon’s Presidential address to students.  After reviewing the text of the speech, one lesson learned from my K-12 education comes to mind — Shakespeare’s Much Ado About Nothing.  While it is unknown if the final remarks circulated today were the intended remarks, what POTUS will say to students in Arlington, Virginia today really is much ado about nothing.  Read the remarks, and you will see a sprinkle of previous lines given by the President to civil rights organizations, with a heavy dose of the type of rhetoric often found in a mayor’s State of the City or a superintendent’s State of the Schools address.  Stay in school  Work hard.  Wash your hands.  Eat your vegetables.  You can find the full speech here, but those worried about indoctrination should have greater worries about the latest infomercial or news segment on Fox or MSNBC than today’s remarks.

No, I’m more intrigued by some of the other actions swirling in the edusphere.  Over at USA Today, today’s he said/she said is on Race to the Top and the need for innovation in the schools.  As expected USA Today speaks for the reformers, those supporting the current agenda moved forward by EdSec Arne Duncan and the team at the U.S. Department of Education.  Speaking for the loyal opposition is Marty Hittelman, the president of the California Federation of Teachers.  We’ve all read about the teachers’ concerns with RttT (particularly the National Education Association’s strong “comments” regarding the RttT draft guidance).  Much of the content of Hittelman’s piece , found here, should surprise no one.  But the most interesting line is one we have all suspected, but no one has been willing to say in public — “our opposition to ‘Race to the Top.'”  For the record, Hittelman has made clear that the California Federation of Teachers is opposed to Race to the Top.  Now we finally have a game, where major groups are starting to pick sides.  (It of course makes it a little easier to be opposed to RttT when it is clear your state won’t receive it, but you watch you top elected officials scramble to enact “reforms” to align with what ED is looking for in the law.)
For weeks now, Eduflack has been calling for the loyal opposition to come out of hiding and have their voices heard in this great debate over reform and innovation in public education.  I believed the initial salvo, launched by EdTrust, DFER, EEP, and CAP, was a good first start.  CFT’s remarks in this morning’s USA Today move the ball further down the hill.  And this morning we have a new public information campaign designed to poke fist-sized holes in ED’s plans over accountability and student achievement.
Today, the Forum for Democracy and Education, among others, launched a new campaign called “Rethink Learning Now.”  Backers of the effort call it a “national grassroots campaign to change the direction of public education reform — from a focus on testing to a focus on learning.”  To support the effort, the Forum is collecting “learning stories” from leaders across the country, seeking tales of those learning experiences that have shaped one’s lives.  The point is to demonstrate that real learning is not measured by the score on a state assessment, it comes from those qualitative and intangible moments where one discovers the motivation for learning and education, beyond just quantitative achievement.  The campaign’s website can be found here, complete with the EdSec’s learning story.
  
Rethink Learning focuses on three key buckets — learning, teaching, and fairness.  The motives behind the three are simple.  Learning cannot be measured simply by student performance on state assessments.  Teaching cannot be measured simply by crosswalking teachers with those same student test scores.  And as long as we have the resource gaps between the haves and have nots, we can never truly deliver high-quality teaching and learning to all students.
I will give it to the Rethink Learning Now folks.  Their TV commercials are top notch.  This AM, CNN previewed one commercial in particular.  In it, a tween goes on about how states are now using third grade student test scores to determine potential incarceration rates, then following the path to talk about how we are spending more on prisons than we are in schools.  The visuals of the bright-faced kids in orange prison jumpsuits drives the message home, and speaks to the President’s message about the need to stay in school and the EdSec’s recent bemoaning of our national 30 percent high school dropout rate.  For an attention-getter, the Forum has hit a home run here.
But the nagging question is what do we do with this?  Once all of the learning stories are collected, once we have shocked those suburban parents who will watch such commercials on CNN, once we have driven a self-selected group of individuals to visit the Rethink Learning website and enter their contact information, what do we do with it?  Do we declare mission accomplished because we have hit a certain number of visitors?  Do we bask in the glow of folks seeing some edgy commercials?  Do we celebrate some of the celebrities who have shared their stories, thus giving the campaign an A for effort?  Or do we expect more?
Those who have read Eduflack for a while know that I am a disciple of the Yankelovich school of public engagement.  it isn’t enough to simply inform individuals about an issue, as Rethink Learning Now is doing.  That is merely the first step to a more complex engagement effort.  Informing is the easy part.  You then need to move on to building commitment for a solution and mobilizing around a particular action.
Building commitment is more than just building an email list.  It is gaining proactive participation and support for a particular solution.  And mobilization comes when we get those stakeholders to say and do whatever is necessary to bring about change.  So the question before Rethink Learning is what is the ask?  
Do we want to join with the California Federation of Teachers to fight federal provisions that say a good teacher is measured by how well his or her student does on the state exam?  Do we want to join with the Broader Bolder Approach to Education and oppose the general education accountability framework in general?  Do we want to join with the Opportunity to Learn folks in the name of multiple measures and equity of resources?  Is it a little of each, or is it a new path that the Rethink Learning organizers are planning for down the road?
Regardless, Rethink Education and its backers need to have us stand for something, and not just argue against something.  It is no longer enough to say that state assessments are unfair or that we need to look at the whole child to get a full measure of the quality of education.  It is no longer enough to say that there are too many intangibles to teaching that we can’t effective measure good instruction.  And it certainly is no longer enough to say we need a different approach, particularly if we aren’t willing to offer up the specifics of that approach.
Rethink Learning should get credit for breaking through the white noise and having its voice heard at a time when most are only listening to the folks at ED.  But now is the time to maximize that opportunity.  If folks are listening, they need to hear what is worthwhile.  They need a real call to action, a direction, a goal.
 They need to know what they are working toward, how to measure success, and when we will be able to declare mission accomplished.  Otherwise, this is just the latest in grassroots campaigns that mean well, but have no lasting impact on the education infrastructure. 
The next decade of public education reform is being determined right now, as we sort out RttT, i3, and then ESEA reauthorization.  We’ve got group after group talking, with many afraid to offend the power structure and even more trying to be everything to everyone.  What we need is a voice what can harness the power of the naysayers and backbenchers and offer a unified alternative to what is moving forward.  And in the immortal words of Elvis Presley, we are in desperate need of a little less conversation and a little more action.  Please.
